The following fees shall be charged an applicant by a municipal
agency for the review of an application for development:
A. Site plan review, preliminary.
(2) Escrow account: $500 per acre, with a minimum deposit of $1,500 for
legal and engineering review.
B. Site plan review, final.
(2) Escrow account: $250 per acre, with a minimum deposit of $750 for
legal and engineering review.
C. Subdivision review.
(1) Minor subdivisions.

Escrow account: $500 for legal and engineering review.
(2) Major subdivisions, preliminary plat.

Nine lots or fewer: $200.
(b)
Escrow account: $400 per lot with a minimum deposit of $2,000
for legal and engineering review.

D. Variance applications: $200; escrow: $1,000.
E. Conditional use: $200; escrow: $500.
F. Continued use permit: $50; escrow: $300.
G. Change of use permit: $200; escrow: $1,000.
H. Special exceptions: $200; escrow: $500.
I. Appeal to Borough Council: $200; escrow: $500.
J. Transcript: $2.50 per page.
K. Specialized expert testimony. When the applicant intends to present
specialized expert testimony which is beyond the expertise of the
staff and consultants serving the approving authority, the applicant
shall increase the professional review escrow account by a minimum
of $750 for each such expert who will testify, in order to enable
the approving authority to hire expert consultants to review this
testimony.
L. Application for zoning permit: $10. If the zoning permit shall be in connection with a solar array, as set forth in Article
XIII of Chapter
450, Zoning, of the Code of the Borough of Penns Grove, then the fee set forth in §
450-103C of the Code of the Borough of Penns Grove shall be applicable for a zoning permit.

Fees as set forth above are nonrefundable and are to cover the
administrative costs incurred by the Borough in processing applications.
The escrow accounts are to pay the cost of professional review by
the Engineer, Solicitor and other professionals employed by the approving
authority to review and make recommendations on an application for
development. At the time of submitting an application to the municipal
agency, the applicant may be required to execute an escrow agreement
to cover all necessary and reasonable costs incurred for technical
and professional review. The amounts specified for escrow are estimates
which shall be paid prior to certification of a complete application.
In the event that more than the amounts specified for escrow are required
to pay the reasonable costs incurred, the applicant shall, prior to
being permitted to take the next step in the approval procedure or,
in any event, prior to obtaining certificates of occupancy for any
element of the project, pay all additional sums required. In the event
that the amounts posted are more than those required, the excess funds
shall be returned to the applicant within 14 days of the issuance
of a certificate of occupancy for the project.

A. All fees shall be paid by the applicant to Municipal Land Use Secretary,
unless otherwise specified, at the time the application is submitted
or an appeal is filed.
B. The Municipal Land Use Secretary shall maintain an itemized account
for each applicant and shall, upon the request of the applicant, supply
a copy of said account.
