There shall be established and maintained in the Borough of
Penns Grove a Public Works Department.
The Public Works Department may, as the Council shall determine
by resolution or ordinance, consist of the following personnel:
Members of the Public Works Department shall be appointed as
follows:
A.
The Administrative Supervisor shall be appointed by the Mayor, subject
to the approval of the Council, for three years or until his successor
is appointed and qualified.

B.
The Road Supervisor shall be appointed by the Mayor, subject to the
approval of the Council, for three years or until his successor is
appointed and qualified.

C.
The Certified Public Works Manager shall be appointed by the Mayor,
subject to the approval of Council, for three years or until his successor
is appointed and qualified.

D.
The Administrative Supervisor, Road Supervisor and the Certified Public Works Manager positions will be incorporated by reference into the list of appointed officials listed in Chapter 103 of the Code of the Borough of Penns Grove.
E.
All regular employees shall initially be appointed for a six-month
probationary period by the Mayor, upon the recommendation of the Borough
Council, and after such probationary period, or extension thereof,
shall automatically be promoted to regular employee or dismissed.
F.
The Road Supervisor may from time to time hire part-time employees
as circumstances may dictate. All part-time hirings must be approved
by the Councilperson who chairs the Public Works Department, and the
Chief Financial Officer must be notified immediately.
Disciplinary action against any member of the Public Works Department
shall be taken pursuant to the provisions of the Penns Grove Borough
Personnel Policy. Any appeal of said disciplinary action will proceed
in accordance with the Penns Grove Borough Personnel Policy.
A.
Administrative Supervisor. The Administrative Supervisor is the administrative
head of the Public Works Department and shall be responsible for all
time records, vehicle maintenance, pump maintenance and repair, equipment
inventory, recycling documentation, all commercial driver's license
credentials and scheduled tests and any other duties that may be requested
by the Mayor and Council.
B.
Road Supervisor. The Road Supervisor shall be responsible for all
work site activities, including street maintenance and road repair,
trash collection and recycling, dispatching work detail on a daily
basis, repairs of Borough vehicles and equipment and any other duties
that may be requested by the Mayor and Council.
C.
Regular employees. Regular employees' duties are governed by
the provisions of the Penns Grove Borough Personnel Policy. All employees
must recognize they serve the public and conduct themselves in a courteous,
respectful and sober manner.
D.
The Certified Public Works Manager will oversee the entire Public
Works Department in accordance with N.J.S.A. 40A:9-154.6a et seq.
