There is hereby established a position known as "special law enforcement officer" in the Police Department of the Township of Cranford pursuant to N.J.S.A. 40A:14-146.8 et seq.
The Township Committee may appoint from time to time special law enforcement officers in accordance with New Jersey statutes for terms not exceeding one year. They shall possess and exercise all the powers and duties provided by said statutes during their term in office, but shall not be continued as regular members of the Police Department and shall not be entitled to tenure. The Chief of Police may authorize special law enforcement officers when on duty to exercise the same powers and authority as regular members of the Police Department, including the carrying of firearms and the power of arrest. A. 
Class One. Officers of this class shall be authorized to perform routine traffic detail, spectator control and similar duties. If authorized by ordinance or resolution, as appropriate, Class One officers shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes. The use of a firearm by an officer of this class shall be strictly prohibited, and no Class One officer shall be assigned any duties which may require the carrying or use of a firearm.
B. 
Class Two. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer. The use of a firearm by an officer of this class may be authorized only after the officer has been fully certified as successfully completing training as prescribed by State of New Jersey Police Training Commission.

No person may commence his or her duties as a special law enforcement officer unless he or she has successfully completed a training course approved or received certification from by the State of New Jersey Police Training Commission.
B. 
No special law enforcement officer may be issued a firearm unless he or she has successfully completed the basic firearms course approved by the State of New Jersey Police Training Commission for permanent, regularly appointed police and annual requalification examinations.
A. 
Special law enforcement officers shall be paid at an hourly rate as set forth in the Salary Ordinance for Class One and Two special law enforcement officers.
B. 
Except in periods of emergency, in which event there shall be no limitation as to hours per week, no special law enforcement officers may be employed for more than 20 hours per week.
A. 
Special law enforcement officers may be employed only to assist the local law enforcement unit but may not be employed to replace or substitute for regular full-time police officers or in any way diminish the number of current regular full-time officers.
B. 
The number of Class Two special law enforcement officers shall not exceed 25% of the total number of regular full-time officers. There is no restriction on the number of Class One special law enforcement officers.
