There is hereby established a Division of Central Communications in the Police Department for all public safety communications, including police, fire, medical and emergency management.
There is hereby created a Central Communications Committee, consisting of the Chairperson of the Township Committee, the Public Safety Commissioner, the Police Chief, the Fire Chief and the Township Administrator. The Central Communications Committee shall:
A. 
Provide general oversight of the Division of Central Communications and the Central Communications Center to ensure efficient, coordinated communications services.
B. 
Develop hiring, promotion, compensation and evaluation policies for communications personnel.
C. 
Resolve policy and protocol conflicts between emergency service entities.
D. 
Conduct an annual review of the operation of the Central Communications Center.
The Police Chief shall be responsible for:
A. 
Establishing all policies, procedures and protocol related to Central Communications services.
B. 
Directing Communications Center personnel, personally or through his designee, during emergent circumstances.
C. 
Delegating his authority and responsibilities to subordinates as necessary.
There is hereby created the position of Communications Officer, the function of which is to perform such dispatch and administrative duties as prescribed by the Chief of Police. The position of Communications Officer shall be deemed a civilian position.
A. 
All appointments and promotions of Communications Officers shall be made by resolution of the Township Committee.
B. 
The Chief of Police shall designate a superior officer or officers to be responsible for the general operation, recordkeeping and reporting required.
C. 
Communications Officers shall effectively function as Communications Officers following the protocol for public safety dispatching as prescribed by the Chief of the Police Department.
The day-to-day operation and management of the Central Communications Division shall be under the supervision of the Police Chief or designee.[1]
