As used in this article, the following terms shall have the
meanings indicated:
Includes any conveyance upon which a person may ride, propelled
wholly or in part by human muscular power and having two tandem wheels.
Registration decal requirements for operation shall be as follows:
A.
No person residing in the Township shall operate a bicycle upon any
public street or other public place within the Township unless such
bicycle has been registered with the Police Department as evidenced
by a registration decal attached to such bicycle, as provided in this
article.
Each application for a bicycle registration decal shall be made
to the Police Department on a form approved by the Chief of Police
and shall be accompanied by the prescribed registration fee. Such
application shall set forth the name and address of the owner, a description
of the bicycle, and the serial number appearing on the frame of the
bicycle.
A.
The Police Department may cause an inspection to be made of each bicycle for which an application is made under § 158-3 as to its safe mechanical condition. Maintenance of a bicycle in a safe mechanical condition is the sole responsibility of its owner.
B.
Upon approval of the application, the Police Department shall issue
a registration decal for each bicycle.
C.
All bicycle registrations shall expire 10 years from the date of
registration.
A fee of $4 shall be paid for each registration. No registration
decal shall be issued unless the registration fee has been paid, except
for bicycles owned by the Township of Cranford.
A.
Every registration certificate shall be individually numbered and
shall set forth the name and address of the owner of the bicycle and
the serial number appearing on the frame of the bicycle.
B.
The Police Department shall stamp on the frame of the bicycle on
which no serial number can be found or on which said serial number
is illegible for identification purposes a number to be used in the
administration of this article to prevent bicycle larceny and to recover
stolen bicycles.
The registration decal shall be attached to the bicycle frame
in a conspicuous place.
Each person who sells, transfers ownership of or permanently
dismantles any bicycle registered pursuant to the provisions of this
article shall remove the registration decal.
The Police Department shall maintain an account with the National
Bicycle Registry which allows access to each registration decal issued,
the name of the person to whom issued and the name or make and the
serial number on the frame of the bicycle for which issued.
Whenever an issued registration decal is lost, stolen or mutilated,
a replacement decal shall be required by the Police Department.
A.
No person shall remove, destroy, mutilate or alter any registration decal, except that a decal may be so removed for the purpose of surrendering the same to the Police Department in the event of sale or transfer of ownership or dismantling as provided in § 158-8.
B.
No person shall remove, destroy, mutilate or alter the serial number
on the frame of any bicycle or have in his possession any bicycle
on which said serial number is removed, destroyed, mutilated or altered.
A.
No person over the age of 14 shall operate a bicycle upon the sidewalks of the Township within the special improvement district, as defined in Chapter 355, Special Improvement District, of this Code. This does not relieve the operator from operating the bicycle in a safe, courteous manner. In the event an officer determines it is unsafe for the bicycle to be ridden on the sidewalk, the operator may be asked to walk the bicycle.
B.
No person shall operate a bicycle within a Township parking lot or
garage.
C.
No person shall leave a bicycle lying on or standing upon the sidewalk
in such a manner as to hinder or impede pedestrians.
D.
No person shall attach or secure a bicycle to any street sign post,
traffic signal pole, utility pole, Victorian light post, or other
similar fixed object not suited for bicycle storage.
B.
In the event that a bicycle is being used or operated without the
registration decal or is in such condition as to be unfit for safe
operation or there is a failure to comply with the requirements of
this article, the police may impound the bicycle until such time as
the owner or registrant has procured the necessary registration decal
or has rendered the bicycle safe for use or has fully complied with
all requirements of this article. In the event the bicycle cannot
be rendered safe, the owner or registrant will not be allowed to ride
the bicycle when it is released to his/her custody.
C.
Whenever any bicycle shall be impounded for violation of the provisions
of this article, it shall be surrendered at the expiration of the
impounded period to the owner or parents/guardian of the offender
on the payment of a charge for storage, at the discretion of the Chief
of Police, but, if a charge is made, it shall not exceed $2 for the
first impoundment and $5 for the second impoundment. In the case of
seizure of a bicycle because it has been found in the possession of
a person, firm, partnership or corporation not the legal owner thereof
and the bicycle is not reclaimed by the legal owner thereof, it shall
be sold at public auction after the expiration of 45 days from the
date of seizure. Notice containing a description of the bicycle shall
be published in a newspaper circulating in the Township of Cranford
at least one week prior to the date of the sale. The proceeds of the
sale shall be remitted to the Township Chief Financial Officer.[1]
Any person over the age of 18 years who violates any provisions
of this article shall, upon conviction thereof, be punished by a fine
not exceeding $100 or by imprisonment for a term not exceeding 90
days, or both.

As used in this article, the following terms shall have the
meanings indicated:
Includes any skateboard, skates, sled, toboggan, skis, scooter,
big-wheel tricycle or any human-powered device designed to be ridden
by a person or persons, which has no steering device or mechanism
to steer or control the direction thereof while being used or ridden,
even though the direction thereof may be controlled to some degree
by shifting the feet or weight of the rider during such use.
No person shall use, operate or ride upon any human-powered
locomotion device within or on any public street, public parking lot,
public sidewalk or other public place within the Special Improvement
District of the Township of Cranford.[1]
Any person violating any of the provisions of this article shall,
upon conviction thereof, be subject to a fine not exceeding $50 for
each offense. The Judge of the Municipal Court, in his or her discretion,
may, in lieu of the penalties herein set forth, confiscate the human-powered
locomotion device of the offender.
