As used in this article, the following terms shall have the meanings indicated:
COMBUSTIBLE WASTE
Grass, yard trimmings, paper, cardboard, rags, waste wood and other combustible waste solids of a nonvolatile or nonexplosive nature.
GARBAGE
Animal and vegetable waste solids resulting from the handling, preparation, cooking and consumption of foods (except human body wastes).
NONCOMBUSTIBLE WASTE
All solid waste material which does not burn.
PREMISES
Land and all buildings and structures located thereon.
REFUSE
Garbage and combustible and noncombustible waste solids.
SUITABLE DRY RECEPTACLE
A watertight metal, rubber or plastic receptacle with a tight-fitting cover so constructed as to prevent spilling or leakage of its contents. Each receptacle shall have a capacity of not more than 32 gallons and not less than 10 gallons and be equipped with a pull handle or handles.
YARD AND GARDEN DEBRIS
Grass clippings, leaves, plants, gum balls, shrubbery, tree parts, including branches under two inches in diameter, and fireplace logs cut to twelve- to twenty-inch lengths.
In the event that the Township of Cranford residents or commercial establishments should experience a disruption of normal solid waste collection because of business failures, landfill closures, strikes or any other causes, the Mayor or Township Administrator shall have authority to declare a state of emergency, and the Board of Health and/or the Department of Police of the Township of Cranford is hereby empowered to enforce the provisions of this article.
All residents, including homeowners, landlords and occupants, of every apartment and single-family and multifamily structures and all businesses and commercial, office, restaurant and retail establishments must:
A. 
Separate all animal waste and food, kitchen and other wet wastes (except human body wastes); wrap in newspapers; place in double plastic bags; store in suitable dry receptacles; and retain said receptacles on their own premises.
B. 
Separate and crush all cardboard boxes, cartons, etc., to reduce volume and store in an area separate from all other solid wastes on their own premises.
C. 
Separate all recyclables into separate groupings of newsprint, colored newsprint and magazines, glass by the colors of clear white, brown and green, aluminum, bimetal and tin cans and yard and garden debris to be taken to Township Conservation Center[1] or store in an area separate from all other solid waste on their own premises. All bottles and cans shall be thoroughly washed and rinsed.

Material for collection, when the state of emergency is declared over, shall be placed at the curb for pickup until all backlog of garbage and refuse has been removed by solid waste collectors.
Solid waste collectors shall be authorized to refuse to pick up garbage and refuse that has not been separated in accordance with the provision of this article.
The Board of Health of the Township of Cranford is hereby empowered to promulgate rules and regulations to administer and enforce this article.

Any person violating any provision of this article shall, upon conviction thereof, be subject to a penalty as provided in Chapter 1, Article I, of this Code.
