Whenever snow has fallen and there is an accumulation of three inches or more of snow on any street or highway, no vehicle shall be parked on any street or highway or portion thereof as described in Schedule XXII (§ 410-75), attached to and made a part of this chapter. This prohibition shall remain in effect until and after the snow has ceased and the street has been plowed after the cessation of the snowfall.

In the event that weather conditions, accidents, fires, street sweeping, public celebrations, or any other emergency requires the avoidance of hazards or other conditions which interfere with the free flow of traffic, the Chief of Police or, in his absence, the ranking police officer of the Department is authorized to declare an emergency and to direct the posting of "Emergency No Parking" signs. Upon the declaration of the emergency and the posting of such signs, there shall be no parking upon the streets or sections of streets where such signs have been posted. Notification of the declaration of the emergency and the posting of such signs shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
Any unoccupied vehicle parked or standing in violation of this article shall be deemed a nuisance and a menace to the safe and proper regulation of traffic, and any peace officer may provide for the removal of such vehicle. The owner shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.[1]
