As used in this article, the following terms shall have the meanings indicated:
PARKING METER
A mechanical time-measuring device which indicates continually the available time remaining for a parked vehicle and automatically indicates when the legal time limit has been exceeded.

The Police Department is hereby directed and authorized to provide for the marking off of individual parking spaces in zones designated for parking meters or other pay parking devices and in zones designated for permit parking as described in Schedule XXIII (§ 410-76) and in Article XI through Article XXVI, attached to and made a part of this chapter, said parking spaces to be designated by lines painted or marked on the curbing or surface of the street, lot or garage. At each space so marked off, it shall be unlawful to park any vehicle in such a way that said vehicle shall not be entirely within the limits of the space so designated.
A. 
Whenever metered parking areas have been or are established in public roads or streets or parking lots or wherever parking meters are installed in public roads or streets or parking lots, it shall be unlawful to park or leave any vehicle standing, except in conformity with the provisions and directions of this article, between the hours of 9:00 a.m. and 6:00 p.m. on Mondays through Saturdays on streets, or during the hours of operation of the parking lot. The foregoing restrictions shall not be in effect on legal holidays.

B. 
The provisions of this section shall not relieve any person from the duty to observe other and more restrictive provisions of this chapter and any state statute prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.
A. 
The parking meters shall be placed close to the curb, and the individual parking space to be regulated by the respective parking meter shall be marked by lines in the street, on the pavement or on the curb to indicate or set off the space within which a vehicle may be parked directly adjacent to the parking meter. No parking meter shall be so installed in any location that standing or parking thereat would infringe upon or violate the provisions of N.J.S.A. 39:4-138.
B. 
Vehicles must be parked either parallel to the curb or at any angle thereto as may be designated by said lines, and each parked vehicle shall be so placed that the vehicle shall be nearest to the parking meter allocated for the parking meter space, and each parked vehicle shall be entirely within the lines or markers of said parking meter space.
C. 
In all angle parking areas, including all parking lots and along Warner Plaza and Station Plaza and in certain areas of North Avenue, vehicles shall be parked in such a manner so as to ensure that the vehicle is facing head in and the front of the same is closest to the meter or sign governing the parking space.

Each parking meter shall be designed to show by a signal whether or not the designated parking meter space is legally in use and also to show the lawful parking time limit fixed for the parking space. The meter, when in operation, shall indicate the progressive period of time consumed in parking and, on expiration of the limit, shall indicate illegal or overtime parking.
A. 
The legal time limit for parking in any parking meter area shall be between one hour and 12 hours as indicated on the parking meter or other parking device.

B. 
No person shall deposit or cause to be deposited in a parking meter a coin for the purpose of increasing or extending the parking time of any vehicle beyond the legal parking time which has been established for the parking space adjacent to which the parking meter is placed.
A. 
Upon placing a vehicle in a parking meter space, the operator of the vehicle shall immediately deposit or cause to be deposited in the adjacent parking meter or other parking device $0.25 for each half hour of parking time desired or the appropriate token if acceptable by meter. Tokens shall be uniform. Indications shall be on the parking meter or other parking device at the established rate.

B. 
No person shall park any vehicle in a parking space without payment in accordance with the foregoing rate. No person shall park any vehicle in any parking meter space beyond the time for which payment has been made on the basis of the foregoing rate or after the parking meter indicates by signal or otherwise that the amount of allowable parking time has been consumed.
C. 
If any vehicle is parked in a parking space herein provided for in violation of the provisions of this chapter, the Police Department may cause any such vehicle to be removed to such a place as is designated by the Chief of Police. The owner or operator of any vehicle so removed shall pay the reasonable cost and expense of such removal and storage which may result.

D. 
Permit parking is established in various roadways, municipal parking lots and municipal parking garages, as indicated in this article. The Township Police Department is hereby authorized to issue to persons applying therefor, on payment of the required fee, permits for the parking of motor vehicles in the nine-hour or twelve-hour parking spaces. Said permits shall be issued on an annual or semiannual basis commencing January 1 of each year or, where appropriate, prior to the opening of a municipal lot or municipal garage, and each permit shall authorize the person to whom it has been issued to park a designated motor vehicle at a nine-hour space or twelve-hour space provided in the Township during the hours when vehicles may be legally parked in said space.

E. 
Fees for parking permits shall be as set forth in this chapter.

F. 
At the time of the issuance of each permit, the Township Police Department shall also issue to the person to whom the permit is granted a sticker containing the registration number of the motor vehicle for which the permit was issued and the permit number and the expiration date of said permit. Each person to whom a parking sticker is issued shall display the same in the lower right corner of the inside of the rear window of a motor vehicle for which the permit was issued.

G. 
No person shall park any vehicle in a permit parking space when the space or lot is in operation without the required permit. If any vehicle is parked in any permit parking space without the necessary permit as indicated aforementioned in violation of the provisions of this article, the Police Department may cause any such vehicle to be removed to such a place as is designated by the Chief of Police. The owner or operator of any vehicle so removed shall pay the reasonable cost and expense of such removal and storage which may result.

No person shall deposit or cause to be deposited in any parking meter any slug, device or substitute for a required coin of the United States.

No person shall deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter, coin box or electronic space rental machine installed under the provisions of this article.
It shall be the duty of the police officers of the Township, in accordance with instructions issued by the Chief of Police, to report:
A. 
The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to such parking meter is or has been parked in violation of any of the provisions of this chapter.
B. 
The state license number of such vehicle.
C. 
The length of time during which such vehicle is parked in violation of any of the provisions of this chapter.
D. 
Any other facts, knowledge of which is necessary for a thorough understanding of the circumstances attending such violations.

The provisions of this article shall be applicable to all parking in metered and permit parking areas in the streets of the Township and to all parking in municipal parking lots or municipal garages where applicable, and these regulations shall be deemed to be in addition to any special regulations provided for in any individual parking lot or individual parking garage.
