Whenever any words and phrases are used in this chapter, the meanings respectively ascribed to them in Subtitle 1 of Title 39 of the New Jersey Statutes Annotated shall be deemed to apply to such words and phrases used herein.
A. 
No person shall operate any low-speed vehicle upon any public highway under the jurisdiction of the Township of Cranford or any parking lot or access road, as well as the Bikeway, Conservation Center, the Cranford Board of Education or other property of the Township of Cranford.
B. 
Nothing herein contained, however, shall be construed to prohibit the operation of any low-speed vehicle owned by the State of New Jersey, the County of Union, the Township of Cranford, or the Cranford Board of Education in connection with the maintenance or operation of a public facility located in the Township of Cranford.
Any low-speed vehicle operated in violation of this chapter shall be deemed to be a nuisance, and any police officer may impound any such vehicle. The owner shall pay the reasonable cost of the removal and storage of any such vehicle so impounded before being permitted to regain possession thereof. Such cost and expense shall be in addition to the fine or penalty hereinafter provided for in § 413-4.
For a violation of this chapter, the offender shall be liable to a penalty as provided in Chapter 1, Article I, of this Code.
