The boundary limits of the Borough of West Grove are hereby established as a zone in which vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where vehicles may remain standing without lights.
Whenever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there shall be parked within the lines bounding such space.
Except when necessary in obedience to traffic regulations or traffic signs or signals or where angle parking is permitted, the operator of a vehicle shall not stop, stand, or park such vehicle on the highway within a business or residential district other than parallel with the edge of the highway, headed in the direction of traffic, and with the curb side of the vehicle within six inches of the highway or curb.

A. 
Purpose. The purpose of these regulations is:
(1) 
To insure the flow of traffic on this street in a safe manner;
(2) 
To permit emergency vehicles unhindered access to properties on this street;
(3) 
To exercise police powers to maintain the safety of persons and property.
B. 
Definitions. As used in this section, the following terms shall have the meanings indicated unless a different meaning clearly appears from the context:
OWNER
It shall be deemed the owner of the vehicle shall be that person(s) to which the vehicle is registered and/or titled as per state motor vehicle records.
PARK or PARKING
As per the current definition contained in the Pennsylvania Vehicle Code, Title 75.

RESIDENT(S)
Those persons whose address is listed as a house number located on Chambers Way.
VEHICLE
As per the current definition contained in the Pennsylvania Vehicle Code, Title 75, but shall not include nonmotorized vehicles.
C. 
Parking prohibited.
(1) 
No person shall park a vehicle upon Chambers Way between the intersection of East Hillcrest Avenue and south to the Borough line between the time period Monday through Friday from 9:00 a.m. until 3:00 p.m., except holidays, unless the owner of said vehicle is a resident of Chambers Way. This restriction shall apply to both the east and west sides of the street.
(2) 
Exceptions. Persons visiting residents for any purpose shall be permitted to park on the street, provided they abide by all applicable parking regulations as per Pennsylvania Vehicle Code and the resident of Chambers Way they are visiting notifies members of the Police Department. Notification shall include the vehicle registration number and a description of the vehicle.
D. 
Penalties for violation. Any person, who violates any provision of this section, upon conviction thereof, shall be sentenced to pay a fine of $25 and the cost of prosecution.
A. 
One parking space shall be reserved for vehicles displaying a disabled or handicapped veteran, or disabled or handicapped person plate or parking placard:

B. 
Penalty. The penalty for violating this section shall be as per the Vehicle Code, Title 75 Pa.C.S.A. § 3354(d), Additional parking regulations regarding handicapped persons and disabled veterans.
A. 
No person shall park, nor shall any vehicle owner permit to be parked, any single vehicle or combination with a length in excess of 35 feet upon any roadway within the Borough of West Grove.
B. 
Exceptions. This section shall not apply to buses, motor homes, or emergency vehicles.
C. 
Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of $25. The police officer shall attach to every such vehicle a notice that such vehicle was parked in violation of this section. It shall be the responsibility of the owner or operator to pay said fine within 10 days of the issuance of the notice of the violation. If the fine is not paid within the 10 days, a citation shall be filed with the Magisterial District Court. The fine shall remain $25 and, in addition, the costs of prosecution will be added to the citation.

B. 
Permit requirement.
(1) 
To permit employees and customers requiring their vehicles to be parked within the above area for longer than two hours there shall be a system for the issuance of parking permits. Vehicles displaying these permits shall be exempt from enforcement of the time portion of this section.
(2) 
Each business located on the above defined streets shall be permitted to be issued parking permits for employees. A list of employees must be submitted to the Municipal Office in order for parking permits to be issued to employees. In additional, said business shall be issued two parking permits for use by their patrons as required.
(3) 
Parking permits shall be issued annually by the Borough Manager to the business owners.
C. 
Permit-only parking area. Vehicles displaying the parking permit shall be required to park along the south side of Railroad Avenue from the intersection of Exchange Place east 400 feet. Permits shall be a placard type and shall be displayed by hanging from the vehicle's inside rearview mirror while the vehicle is parked in this permit-only parking area. Any vehicle not displaying the required permit while parking in this area shall be in violation of this chapter and subject to the penalties as stated in Subsection D.
D. 
Penalty. The Penalty for violating this section shall be $25 plus the cost of prosecution.
