A.
Any person enforcing the Housing Code or other property maintenance
requirements for the City shall be authorized to impose initial fines
against real estate speculators, investors, or title holders of blighted
property in City properties at a rate that evaluates and includes
the higher costs associated with the public resources required to
administer and enforce code violations against such properties.
B.
Nothing herein shall be deemed to authorize the imposition of fines
at a rate in excess of the maximum rate set forth by general law.
