As used in this section, the following terms shall have the meanings indicated:
VEHICLE
Includes all automobiles, trucks, motorcycles, buses, boats, trailers, tractors, house trailers, or the like in which any person or thing may be carried.
CURB LINE
The word "curb line" as hereinafter used is defined as follows:
A. 
On highways which have a curbstone, "curb line" shall mean the street side of said curb stone.
B. 
On highways which have no curbstone, the "curb line" shall mean the side line of the improvement.
A. 
On streets on which vehicles are to be parked diagonally under the provisions of this article, such parked vehicles shall be parked within the lines marked on such streets for such parking and no vehicle may occupy more than one of such spaces so marked.
B. 
No vehicle shall park within 15 feet of the entrance to place of public assemblage.
C. 
No vehicle shall park at any time within 20 feet of a regularly marked transit stop.
D. 
Emergency parking regulations.
(1) 
The Mayor or Safety Committee is hereby authorized to prohibit parking on highways, or parts thereof, which are being constructed, repaired or improved, for a period not to exceed the duration of said construction, repair or improvement. When, in the opinion of the Mayor, the public safety does not require the prohibition of parking at all times on such highways, or part thereof, being constructed, repaired or improved, the Mayor or Safety Committee is authorized to permit parking for such periods as will not endanger the public safety. In cases where parking is so prohibited or regulated by Mayor or Safety Committee, proper signs shall be erected by the Mayor or Safety Committee in accordance with the Acts of Assembly of the Commonwealth of Pennsylvania in such cases made and provided, giving notice of such prohibition or regulation.
(2) 
The Mayor or Safety Committee are also hereby authorized to prohibit parking on any highway, or part thereof, entirely or for certain hours to be designated by the Mayor or Safety Committee for periods not to exceed 60 days as trial periods to study the effect of parking or the movement of traffic within the Borough of Avalon. While such trial periods are in effect, proper signs shall be erected by the Mayor or Safety Committee to show that parking is prohibited or regulated thereon.

Parking of vehicles on the below listed streets, at the below listed time is prohibited to permit the orderly operation of the street sweeping and leaf pickup program, from April through November.

B. 
Vehicles will be permitted to park on the opposite side of street during such period of sweeping, except the 700 Block of California Avenue during school hours.
The Mayor or the Safety Committee of the Borough of Avalon is hereby authorized and directed to erect, or cause to be erected, all necessary notices, signs, warnings, and markings, necessary to give notice of, and to carry into effect, the provisions of this article.
A. 
The Chief of Police, the Mayor or the Safety Committee is hereby given authority to close the whole or part of any street or public highway to vehicular or animal traffic thereon when, in his judgment, such traffic becomes so congested upon such street or public highway as to interfere with, or become dangerous to, pedestrian travel thereon.
B. 
The Chief of Police or Mayor shall be, and he is hereby authorized and directed to supply patrolmen with tags, which may be used for the purpose of giving due notice to owners, operators, chauffeurs and drivers of vehicles when there are any violations of the traffic laws and ordinances, that they shall appear before the Magisterial District Judge, designating the date, time and place thereof; provided, however, that this provision shall not interfere with the right of policemen to arrest on view of crimes, misdemeanors and the violations of the provisions of this article.
Any person, firm, or corporation violating the provisions of this article or aiding, abetting, or assisting in the violation of said provisions should, upon violation of said provisions, be fined the sum of $10 if paid within seven days of said violation; the sum of $15 if paid within eight to 15 days of said violation; and the sum of $25 if paid within 16 to 25 days of said violation. If not paid within 25 days of the violation and, upon conviction thereof before a Magisterial District Judge, violator shall be fined the sum of $25 and costs of prosecution. Upon default of payment or upon failure to pay the fine and costs, the violator shall be committed to the Allegheny County Jail for a period not exceeding 10 days.
