A. 
The Bloomfield Animal Shelter Advisory Committee shall act in an advisory capacity to the Mayor and Council on all matters dealing with animal shelter issues, including the following:
(1) 
Programs, policies, and legislation that further the protection and treatment of the Township's animals.
(2) 
Identifying and developing funding through grants, shared services volunteer programs to support the Bloomfield Animal Shelter ("shelter").
(3) 
Cost reduction measures in the operation of the Township's animal shelter.
(4) 
Public education regarding the seriousness of the animal care program.
(5) 
Analyze intake and identify the source of homeless animals.
(6) 
Analyze data and suggest performance measures to further the treatment of the Township's animal shelter population while reducing costs.
(7) 
Identifying and implementing measures to reduce overall animal intake including, but not limited to, town-wide spay/neuter programs, more trap/neuter/return activity and increased adoption programs.
(8) 
Identification of "pet friendly" individuals for adoption of pets.
(9) 
Advise on the volunteer program at the shelter.
(10) 
Assist in maximizing publicity for adoption through local media.
(11) 
Assist in developing a plan for the shelter to address emergencies, such as power outages or floods.
B. 
The Committee shall gather, evaluate, coordinate and disseminate information of interest and assistance to the Township on animal shelter issues as listed above. The Committee shall serve as an advisory committee to the Township Council on questions of animal shelter and activities related thereto that are beneficial to the Township and shall provide an annual report of its findings and recommendations to the Township Council for its consideration and action. The findings and recommendations of the Committee shall not bind the Township Council.
The Committee shall make an annual report of its activities to the Mayor and Township Council and shall periodically make such recommendations as may be necessary to carry out the purposes of this chapter.
The Committee shall consist of seven voting members and three liaisons who shall be nonvoting members. All members of the Committee shall be appointed by the Township Council and the membership shall be as follows:

Nonvoting members shall consist of the following: The Township Administrator or designee, the Manager of the Bloomfield Animal Shelter, and the Council may also appoint a member of the Township Council to serve as liaison between the Committee and the Township Council.
B. 
Seven Township residents to be appointed by the Township Council who shall serve three-year staggered terms. The members of the Committee shall serve at the will and pleasure of the Township Council.
The members of the Committee shall receive no compensation for their services.
The Committee shall elect annually from its membership a Chair, Vice Chair, and any other officers as the Committee deems necessary to conduct its business. A majority of the voting members shall constitute a quorum for the transaction of business. The Committee may adopt rules for the conduct of its business.
The initial membership consists of seven voting members. The initial membership is as follows: three members for one year; two members for two years and two members for three years. Thereafter, members will serve three-year terms. Said terms shall be identified within the resolution of appointment. Any vacancy occurring in the membership shall be filled in the same manner as the original appointment for the unexpired term.
