In preparing and executing the disaster plan, the Director,
with the full cooperation of all City officers and personnel, shall
utilize the services, equipment, supplies and facilities of the existing
departments and agencies of the City to the maximum extent practicable.
Whenever necessary to meet a civil emergency for which adequate
regulations have not been adopted by the Common Council, the Mayor
(and, in his or her absence, in order, the Council President or the
senior member of the Common Council available) may by proclamation
promulgate and enforce such orders, rules and regulations relating
to the conduct of persons and the use of property as shall be necessary
to protect the public peace, health and safety, and preserve lives
and property, and to ensure the cooperation necessary in civil emergency
activities. Such proclamations shall be posted in a public place and
may be rescinded by the Common Council by resolution at any time.
The Emergency Management Director may enter into mutual aid
agreements with other political subdivisions, subject to approval
by the Common Council.
