The Board shall be composed of five persons and shall be appointed
by Borough Council in accordance with the following procedures:
A. Board members shall serve for terms of five years expiring at the
first meeting of Borough Council of the calendar year five years after
appointment, or until their successors are appointed, except that
members first appointed shall be appointed so that the terms of not
more than two members expire annually. All persons appointed shall
serve their full terms unless they voluntarily resign or are removed
by Borough Council for dereliction or neglect of duty. Vacancies occurring
otherwise than by expiration of term shall be for the unexpired term
and shall be filled in the same manner as original appointments.
B. Whenever possible, due consideration will be given to representation
from diverse backgrounds, interests, ages and geographic locations
within the Borough, and all members shall have demonstrated an interest
in parks, the environment or recreational activities coordination.
Members of the Board shall receive no compensation for their
services but may be reimbursed by the Borough for expenses incurred
in performing their duties as approved in a budget by Borough Council
and upon remittance of receipts.
The Board shall annually, at its first meeting each year, elect
a Chairperson, a Treasurer, and a Secretary. No one person shall fill
more than one of those offices at the same time, and the Treasurer
shall be an employee of the Borough or a member of Borough Council.
The Board may write and adopt its own operating guidelines to include
details concerning the operation of the Board, leadership responsibilities,
member responsibilities, creation of standing committees and other
such guidelines as permitted by Pennsylvania law. Any procedures and
membership guide must be approved by Borough Council before going
into effect.
The Board is to be an advisory Board to Borough Council and
shall coordinate its activities with the elected officials, Planning
Commission, Borough staff and other local governmental bodies as determined
by Borough Council. The Board shall have the following powers:
A. Create such committees as it deems necessary to conduct its business,
and may include non-Board members on such committees. The committees
may not, however, take any formal action. They may make recommendations
to the Board, which shall act upon them. All committees shall be appointed
pursuant to procedures established by the Board and shall contain
at least one member of the Park and Recreation Board.
B. Identify the open space, recreation activities, park and trail needs
of the Borough.
C. Plan, schedule and supervise recreation activities and programs approved
by Borough Council.
D. Coordinate, assist and facilitate civic celebrations and other community
events.
E. Recruit and supervise volunteers to assist with projects, programs
and activities involving parks and recreation.
F. Recommend plans, improvements, facilities, programs, and policies
regarding the provision of recreation and park services.
G. Develop rules and regulations for Borough facilities, including usage
fees where desirable, and recommend them to Borough Council for adoption.
H. Recommend and assist with grant applications authorized/approved
by Borough Council.
I. Advise Borough Council in the acquisition and development of parklands.
J. Undertake recreation activities and park tasks as requested by Borough
Council.
Meetings of the Park and Recreation Board shall be conducted
according to Pennsylvania law.
A. The Pennsylvania Sunshine Act requires all public agencies, including recreation and
parks boards, to present all official actions and conduct all deliberations
leading up to official actions at advertised public meetings. Votes
and approval of expenditures can only be taken at regularly scheduled
or specially advertised meetings
B. The Board shall hold regular meetings at least quarterly (four times
per year) and at such other times and on a schedule to be established
by the Board at the first meeting of the year. Upon establishment
of a schedule, notice of meetings shall be advertised at the beginning
of each calendar year.
C. The Board shall keep minutes of its meetings, which it shall submit
to Borough Council, upon approval by the Board the following month.
D. The Board shall submit an annual report to Borough Council, including
an analysis of the needs of the community recreation areas, facilities,
and programs.
