There is hereby established in the City of Ironton, Missouri,
a Police Department, which shall consist of a Chief of Police, Sergeant
and such other Police Officers as the Mayor and Board of Aldermen
may, from time to time, determine to be necessary for the proper and
efficient protection of the property and inhabitants of this City.

The Chief of Police shall be appointed from time to time by
the Mayor, with the consent and approval of a majority of the members
of the Board of Aldermen, and shall serve at the will of the Mayor
and said members of the Board of Aldermen. The Sergeant and all other
Police Officers shall be appointed from time to time by the Mayor,
upon the recommendation of the Chief of Police and the consent and
approval of a majority of the members of the Board of Aldermen, and
shall serve at the will of the Mayor and Board of Aldermen. Each Policeman,
before entering upon the discharge of his/her duties, shall take and
subscribe the oath of office required of City Officers.

A.
Any Police Officer of this City who is certified pursuant to Chapter
590, RSMo., shall have the authority to respond to an emergency situation
outside the boundaries of this City pursuant to Section 70.820, RSMo.
Before a Police Officer shall have the authority to respond to an
emergency situation outside the boundaries of the City from which
the officer's authority is derived pursuant to Section 70.820, RSMo.,
the authority shall be first authorized by ordinance, order, or other
ruling by the governing body of the political subdivision from which
the officer derives such officer's authority and by the governing
body of the political subdivision in which the emergency situation
is alleged to be occurring.
B.
EMERGENCY SITUATION
RESPONSE
Definitions. The following words or terms, when
used in this Section, shall have the definitions set out herein:
Any situation in which the Police Officer has a reasonable
belief that a crime is about to be committed, is being committed,
or has been committed involving injury or threat of injury to any
person, property, or governmental interest and such officer's response
is reasonably necessary to prevent or end such emergency situation
or mitigate the likelihood of injury involved in such emergency situation.
The determination of the existence of any emergency situation shall
be in the discretion of the officer making the response or in the
discretion of an officer or governmental officer of the political
subdivision in which the emergency situation is alleged to be occurring.
To take any and all action which the officer may lawfully
take as if exercising his/her powers within his/her own jurisdiction.
C.
In addition to the powers prescribed in Subsections 1 and 5 of Section
70.820, RSMo., Section 544.216, RSMo., and any other arrest powers,
a Law Enforcement Officer or Federal Law Enforcement Officer, as defined
in Subsection 8 of this section, may arrest on view, and without a
warrant, at any place within this state, any person the officer sees
asserting physical force or using forcible compulsion for the purpose
of causing or creating a substantial risk of death or serious physical
injury to any person or any person the officer sees committing a dangerous
felony as defined in Section 556.061, RSMo. Any such action shall
be deemed to be within the scope of the officer's employment.
D.
Peace Officers commissioned by the Cities of Arcadia and Pilot Knob
which have completed the basic training program required by Chapter
590, RSMo., are hereby authorized to respond to emergency situations
within the City of Ironton, provided that such authority is granted
on a reciprocal basis by those respective cities to the Police Officers
of this City.
E.
No Police Officer of this City shall be required by reasons of this
Section to leave this City to respond to an emergency situation, but
said officer shall use his/her discretion and good judgment with regard
to leaving this City to respond to an emergency situation. Police
Officers shall not leave the citizens of this City with inadequate
police protection or be absent for extended periods of time; responses
to emergency situations beyond the corporate limits of this City shall
be in aid of and to assist authorities with competent jurisdiction
in the area in which the emergency situation is located.
F.
Every response to an emergency situation outside the corporate limits
of this City shall be reported by the Chief of Police to the Mayor,
with an explanation of the reasons for the response.

All newly hired Police Officers for the City of Ironton, Missouri,
whether they be full-time, part-time or Reserve Officers, shall be
required to have no more or less than one hundred twenty (120) hours
of training for certification by the Missouri Department of Public
Safety. Such newly hired Police Officers shall have a period of one
(1) year after appointment to be certified by the Missouri Department
of Public Safety. Nothing contained within this Section shall be construed
as to prevent or discourage a Police Officer for the City of Ironton,
Missouri, from obtaining more than the minimum requirement of one
hundred twenty (120) hours of training.
