The purpose of this chapter is to provide for the publishing of a summary of the text of a newly adopted ordinance or change thereto in lieu of publishing the full text thereto pursuant to the authority of § 10(1)(i) of the Municipal Home Rule Law of New York.
This chapter shall be known and cited as the "Ordinance Publication Law."
As used in this chapter, the following terms shall have the meanings indicated:
ORDINANCE
Any legislative act which the Town Board of the Town of Pine Plains shall have the power to enact under the provisions of the Town Law or any other law of the State of New York. It shall include any newly adopted ordinance, any amendment to an existing ordinance, and any repeal of an existing ordinance.
Every law, ordinance or rule having the force of law and enacted by the Town Board of the Town of Pine Plans shall have a summary only of the text of such law or ordinance published in accordance with the provisions of §§ 133, 264 and 265 of the Town Law in lieu of publishing the entire text of the same, subsequent to its adoption by the Town Board.
The above-mentioned sections and any related sections of the Town Law shall be fully complied with, with respect to procedures to be observed upon adoption of an ordinance, except as amended by this chapter.
All notices published pursuant to this chapter shall contain a summary of the ordinance or law enacted, in a manner sufficient to reasonably inform the public of the essence of the ordinance under consideration, said notice to be set forth, insofar as possible, in nontechnical language, and said notice to further recite that the entire text of said ordinance or law is on file with the Town Clerk and available for public inspection during office hours, and is also posted on the official sign board of the Town Clerk.
