It shall be unlawful to construct, reconstruct, alter, repair, remove or demolish a building or structure; or to change the use or occupancy of a building or structure; or to install or alter any equipment for which provision is made or the installation of which is regulated by 780 CMR, the Massachusetts State Building Code, without first filing a written application with the office of the Inspector of Buildings/Building Commissioner and obtaining the required permit.

Fees for building or use and occupancy permits will be established and revised from time to time by the Mayor. The fee for a "permit to erect a building" shall be returnable to the applicant only when the application is not approved, and the reason for disapproval clearly stated in writing. No permit of any kind shall be issued by the Building Inspector until the required fee has been paid in full.

Applications for building permits shall be submitted in accordance with the State Building Code and the Zoning Ordinance.

This article requires structures to have a key lock box installed on the exterior of the structure for fire safety purpose.
A. 
The Mayor and Town Council have determined that the health, safety and welfare of the citizens of the Town of Greenfield are promoted by requiring certain structures to have a key lock box installed on the exterior of the structure to aid the Greenfield Fire Department in gaining access to the structure when responding to calls for emergency service.
B. 
The key lock box system is being adopted nationally and will operate on a master key basis that will expedite entry into a structure during an emergency.
C. 
The key lock system will eliminate forced entries into structures, thereby avoiding costly, time-consuming efforts in gaining access to locked structures during an emergency.
D. 
The Town of Greenfield is authorized to pass this article.
The following structures shall be equipped with a key lock box at or near the main entrance or such other location required by the Fire Chief:
A. 
Commercial or industrial structures protected by an automatic alarm system or automatic suppression system, or structures that are secured in a manner that restricts access during an emergency.
B. 
Residential structures with six or more units, or units that have restricted access through locked doors that enter a common hallway.
C. 
Governmental structures, health care and nursing facilities, schools, and any structure that is deemed by the Fire Chief as high risk.
All newly constructed structures subject to this article shall have a key lock box installed and operational prior to the issuance of an occupancy permit. All structures in existence on the effective date of this article shall have one year from the effective date to have a key lock box installed and operational.
The Fire Chief shall designate the type of key lock box system to be implemented within the Town.
The owner or operator of any structure required to have a key lock system shall, at all times, keep a key in the lock box that will allow for access to the structure.
The Fire Chief shall be authorized to implement rules and regulations for the use of the key lock box system.
Any person who owns or operates a structure subject to this article shall be subject to penalties set forth in this article for violation of this article, which penalties shall be set at $100 for each month that the structure is not in compliance with this article.
