No person shall maliciously, willfully or negligently break, damage, destroy, uncover, deface, pollute or tamper with any water source, water supply structure, appurtenance or equipment which is a part of the waterworks. Additionally, no person shall make threats or claims of tampering with or polluting the public water system and thereby compromise public order and safety. Any person violating this provision shall be subject to appropriate legal action.
