Borough of Avalon, PA Article I Sewer Connection Charges

§ 321-1 Connection charges assessed.

In those cases where the Borough of Avalon has constructed or built a sanitary sewer or sewers either as trunk sewers or lateral sewers, through or along property which property has not been assessed or which sewers have not been the subject or proceedings to determine assessments, but, which property subsequently becomes the subject of an application for a connection with such sanitary sewer, the person, firm or corporation making such application shall be required to pay a stipulated sum to the Borough of Avalon according to the classification into which the property falls in the schedule hereinafter set forth. Such charges shall be in addition to any street opening permit fees or plumbing inspection fees.

§ 321-2 Fee schedule.

At the time that an application is made for the connection to the said sanitary sewer there shall be paid to the Secretary of the Borough of Avalon by each person, firm or corporation making the application a charge for the connection into such sewer based upon the extent or character of the burden which the proposed connection places upon the public sewer as set forth in the following schedule. Such connection fees may be amended by resolution of the Borough Council. For this purpose, each trap shall constitute a fixture:

A. For connecting a single-family dwelling:

(1) Ten fixtures or less: $200.

(2) For each fixture in excess of 10: $20 each fixture.

B. For connecting a duplex:

(1) For each family, eight fixtures or less: $175.

(2) For each fixture in excess of eight: $20 each fixture.

C. For connecting multiple-family dwellings:

(1) Three to 10 units, six fixtures or less: $150.

(2) For each fixture in excess of six: $20 each fixture.

(3) Ten to 25 units, six fixtures or less: $100.

(4) For each fixture in excess of six: $20 each fixture.

(5) Twenty-six units or more, six fixtures or less: $75.

(6) For each fixture in excess of six: $10 each fixture.

D. For connecting commercial buildings:

(1) Each building containing six fixtures or less: $200.

(2) For each fixture in excess of six: $20 each fixture.

E. For connecting amusement and recreation buildings:

(1) Each unit containing six fixtures or less: $300.

(2) For each fixture in excess of six: $25 each fixture.

F. For connecting churches or church buildings:

(1) Each unit containing 10 fixtures or less: $100.

(2) For each fixture in excess of 10: $10 each fixture.

G. For connecting schools and school buildings: no charge.

H. For connecting buildings or land use in the above categories situate beyond the boundaries of the Borough of Avalon, the charge shall be the respective charges above set forth plus 50% of such charges.

I. Tap in fees are required in addition to the fixture fees noted above. Sewer connection and service fees are required as follows:

Certification of sanitary sewer status	$25
Tap fee	$3,000 per EDU
Retap fee	$1,500 per EDU
Inspection of tap	$100

§ 321-3 Exclusive right.

The Borough of Avalon shall have the sole and exclusive right to determine the manner and method of the connection of the sanitary sewers from any property to the Borough sewer system and of the construction of said sanitary sewers.

§ 321-4 Effective date.

The effective date of this article shall be January 1, 1979.
