There is hereby established the Newtown Township Economic Development Committee which shall be composed of eleven persons.

It is the mission of the Newtown Township Economic Development Committee, in cooperation with the Board of Supervisors and the Township Manager, to prepare and recommend economic development policies, goals and strategies for the retention and expansion of business opportunities in the Newtown area.

The members of the Economic Development Committee need not reside in Newtown Township, but must have an interest in stimulating the growth of business in the Newtown area. The members of the Economic Development Committee shall serve without compensation.

The members of the Economic Development Committee shall be appointed by the Board of Supervisors. The members of the Committee shall serve one-year terms and all members shall be appointed or reappointed, as the case may be, by the Board of Supervisors at its annual reorganization meeting. Vacancies on the Committee may be filled by the Board of Supervisors when they occur, and newly appointed members shall serve until the next reorganization meeting of the Board of Supervisors.

The Economic Development Committee shall hold an organization meeting in January of each year following the reorganization of the Board of Supervisors. The members of the Economic Development Committee shall meet and elect their own chairperson and elect all other necessary officers to serve for a period of one year.

The Economic Development Committee shall meet, at a minimum, once per month at a time and date to be determined at the Committee's annual organization meeting. All meetings of the Economic Development Committee shall be duly advertised and open to the public, in accordance with the Pennsylvania Sunshine Law.

The Economic Development Committee shall adopt rules and regulations for the conduct of all its business and in order to carry out its duties.

1. 
The Economic Development Committee shall have the following powers and duties:
A. 
Determine the needs of the business community and develop programs and processes that foster a positive business environment.
B. 
Develop programs to encourage business growth, development, retention, expansion and investments in the Newtown area.
C. 
Analyze the quality and mix of uses in business districts and recommend policy changes to enhance the business climate.
D. 
Evaluate and analyze data with the assistance of community groups, business organizations, developers, governmental agencies and municipal departments in attracting specific types of business entities to the Newtown area.
E. 
Compile and maintain an inventory of economic data including population growth, income levels, labor rates, taxes, transportation, vacant land, vacant structures and other relevant information.
F. 
Develop a marketing program in coordination with other local programs and agencies to attract business entities to the Newtown area.
G. 
Develop directories and informational publications to assist companies seeking to locate in the Newtown area.
H. 
Research economic development challenges and solutions, and prepare a variety of comprehensive reports for policy development.
I. 
Recommend policies to assist the business community with the development review and approval process.
J. 
Any other powers and duties imposed by the Board of Supervisors on the Economic Development Committee.
2. 
The Committee shall submit an annual report to the Township. The report shall include an analysis of the Committee's activities and report on the Committee's progress toward meeting its objectives.
3. 
The Committee shall submit minutes of its monthly meeting to the Board of Supervisors.
4. 
All actions of the Committee shall be subject to the review and the approval of the Board of Supervisors.
