The Emmaus Fire Police Unit, comprised of a truck, equipment and volunteers and any additional equipment or manpower which may hereafter be specified by Borough Council shall be called "Emmaus Special Fire Police".

The Special Fire Police Unit of the Borough of Emmaus is established for the purpose of responding to all fire calls, alarms and emergencies to which any member or equipment of the Emmaus Fire Department responds and performing such other duties as may be designated by proper Fire or Police authorities.

In addition to responding to all fire calls, alarms and emergencies, the unit may engage in any type of drill, training, ceremony, practice, test, parade or other duty authorized by the Captain, or in his absence, by a duly authorized officer. In areas of special Borough functions, other duties may be designated by proper Police authorities.

The officers of the Emmaus Special Fire Police shall consist of one Captain, one Lieutenant, three Sergeants and the same are hereby created and established.

On or before the first Monday of January of even numbered years, the Mayor, with the approval of Borough Council, shall name, as designated by Department Standard Operation Procedure, members of the Emmaus Special Fire Police to act as officers.
3. 
The officers shall hold their offices for a two-year term, unless removed by the Mayor for just cause. They may succeed themselves in their office. In all cases, unless suspended by the Mayor, the officers shall continue to hold office until Borough Council has duly confirmed their successors.

The Captain shall annually establish a roster of active personnel, who shall constitute the Special Fire Police.
2. 
The personnel of the Emmaus Special Fire Police shall be under the control of the Captain.
3. 
Persons from 18 years of age may become a member. The qualifications, training, duties and assignments shall be determined by the Standard Operating Procedure of the unit, subject to the ordinances of the Borough of Emmaus and the law of the Commonwealth of Pennsylvania.
4. 
Before assuming office, members shall take and submit to the Oath required of Borough officers.

The Mayor, Police Officers of the Borough and members of the Special Fire Police Unit, Emergency Disaster Personnel or any of them, shall have authority in case of emergency to disperse all collections of idle or disorderly persons and otherwise to preserve order and to prevent the commission of offenses on such occasions; and to halt, divert or re-route traffic, and it shall be in violation of this Part for any person to fail to obey any order issued by authority of this section.

All Special Fire Police personnel on duty at emergencies shall render implicit obedience to the Captain, Fire Chief or Chief of Police under the penalty of dismissal from the active membership in the Emmaus Special Fire Police Unit, for lack of discipline, lack of obedience to orders or for conduct unbecoming a Special Fire Police member.

Any member suspended or dismissed by the Captain may appeal from such decision to the Mayor, Fire Chief and Chief of Police; the member may appeal to a trial committee, which shall be composed of the members of the appropriate Committee of Council of the Borough of Emmaus, who after investigating and hearing the appeal, may sustain the action of the Captain or overrule the same and reinstate the dismissed member to full membership to the unit.

Borough Council may, at any time, by Ordinance or Resolution, adopt such rules and regulations and Standard Operating Procedures as it shall deem expedient for the government of the Special Fire Police Unit, and such rules and regulations shall be binding upon the Special Fire Police Unit and the members thereof.
