At all locations in the Borough where official traffic-control signals are installed, pedestrians, except where directed otherwise by pedestrian-control signals installed under § 15-1002 of this Part, shall obey the directions of those traffic-control signals, as follows:
1. 
When facing a green signal, a pedestrian may proceed across the roadway within a crosswalk;
2. 
When facing a steady yellow signal, a pedestrian shall not start to cross the roadway;
3. 
When facing a steady red signal, a pedestrian shall not enter the roadway.

At the following locations, official pedestrian-control signals shall be erected (or are ratified if previously erected):
Tenth Street and Chestnut Street
Cedar Crest Boulevard (S.R. 0029) and Chestnut Street (S.R. 2005)

Every pedestrian facing a steady or flashing "Don't Walk" signal or upraised hand symbol shall obey the direction of that signal, as follows:
A. 
When facing a steady "Don't Walk" signal or upraised hand symbol, a pedestrian shall not start to cross the roadway in the direction of the signal or symbol, but any pedestrian who has partially completed his crossing on the "Walk" signal or walking person symbol should proceed to a sidewalk or safety zone while the "Don't Walk" signal or upraised hand symbol is showing.
B. 
When facing a flashing "Don't Walk" signal a pedestrian shall not start to cross the roadway in the direction of the indication, but any pedestrian who has partly completed crossing during the "Walk" indication should proceed to a sidewalk or safety zone.
3. 
Any pedestrian who fails to obey the directions of a "Don't Walk" signal or upraised hand symbol, as indicated above, shall be guilty of a summary offense and a violation of this Part.

Except when authorized by a police officer or other appropriately attired person authorized to direct, control or regulate traffic, it shall be unlawful for any pedestrian to cross the roadway at any of the following streets, at the intersection with that street indicated.

It shall be unlawful for any pedestrian:
1. 
To cross any roadway in a business district within the Borough except in a crosswalk;
2. 
To cross the roadway, in any of the following portions of streets in the Borough, except in a crosswalk:

Provided: nothing in this section shall permit any pedestrian to cross in a crosswalk at any location where that crossing is prohibited by § 15-1002 of this Part.

Any pedestrian who violates any provision of this Part shall be guilty of a summary offense, and, upon conviction, shall be sentenced to pay a fine of $5 and costs.

When traffic-control signals are not in place or not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the road-way within any marked crosswalk or within any unmarked crosswalk at an intersection.
A. 
Exercise of Care by Pedestrian. No pedestrian shall suddenly leave a curb or other place of or other place of safety and walk or run into the path of a vehicle which is so close as to constitute a hazard.
B. 
Limitation on Vehicles Passing. Whenever any vehicle is stopped at any crosswalk to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.
C. 
Application. This section does not apply under the conditions stated in Vehicle Code, 75 Pa.C.S.A. § 3542(b) (relating to pedestrians crossing at other than crosswalks.)
D. 
Penalties. The driver of a vehicle who violates this section shall be guilty of a summary offense and shall, upon conviction, be sentenced to pay a fine of not less than $50, pursuant to Vehicle Code, 75 Pa.C.S.A. § 3542.
