A.
No person shall maliciously, willfully, or negligently break, damage, destroy, uncover, deface, or tamper with any structure, appurtenance, or equipment which is a part of the wastewater management facilities. This includes minor damage to said structures or equipment occurring in the person's ordinary activities where such damage is cumulative. It shall be the responsibility of all persons to conduct their usual and customary personal and/or business activities so as not to damage any related structure or equipment.
B.
Any person violating the above shall be liable to the Village, in addition to any criminal or quasi-criminal procedures or the consequences thereof, for the full cost of repair or restoration of the structure, appurtenance or equipment so affected. If the Village engages such repairs directly, the full cost of labor, materials and equipment shall be reimbursed, and if the Village contracts with another for said repair and/or restoration, the full contract price shall be paid by the person to the Village. In the event that the Village resorts to collection, including the courts, the actual costs of such collection, including actual attorney fees, shall be included. Any persons violating this provision shall be subject to immediate arrest under a charge of disorderly conduct.
