User charges shall be payable 20 days after the billing date to the Village Clerk-Treasurer.
A. 
Charges levied in accordance with this chapter shall be a debt to the Village. If the debt is not paid within 20 days after it is due and payable, it shall be deemed delinquent. There shall be an added penalty of 3% of the amount of the quarterly bill (penalties shall not be compounded).
B. 
Charges and penalties shall constitute a lien upon the property served and be recorded on the municipality's tax roll. Change of ownership or occupancy of premises found delinquent shall not be cause for reducing or eliminating these penalties.

Each user shall be notified annually, in conjunction with a regular bill, of the rate of those portions of the user charges which are attributable to the annual operation and maintenance expenses, replacement fund costs, and debt service charges for wastewater management.
In addition to the sewer service charges computed according to the rates and formulas presented in this chapter, customers outside the Village limits shall be assessed a surcharge of 25% to reflect the fact that they are not otherwise taxed for the Village's sanitary benefit charge.
