There is hereby established a Department of Parks and Leisure
Services which shall consist of the Director of Parks and Leisure
Services and such other employees as from time to time may be authorized
by the City Council and assigned to the department.

The Department of Parks and Leisure Services shall be responsible
for the planning and implementation of programs to meet the recreation
and leisure needs of the community through the development of programs,
services, and facilities. In addition, the department shall be responsible
for such other functions as may be from time to time authorized by
the City Administrator.

There is hereby created the office of Director of Parks and
Leisure Services. The Director shall be appointed by the City Administrator.
The Director shall be chosen on the basis of administrative skills
and training in the field of parks, recreation and leisure services,
with special reference to experience in or knowledge of accepted practices
pertaining to the duties of the office. The Director may be removed
from office by the City Administrator.

A. The Director of Parks and Leisure Services ("Director"), under the
supervision of the City Administrator, shall exercise control and
supervision over all employees assigned to the Department of Parks
and Leisure Services.
B. The Director shall propose, adopt and implement, upon the approval of the City Council, such rules and regulations he/she deems necessary to secure the enforcement of Chapter
230 of the Code of Ordinances.
C. The Director shall advise and make recommendations to the City Council
and Parks Board on matters relating to the City parks and Leisure
Services programs of the City. In addition to the powers enumerated
herein, the Director shall have the powers delegated to such position
or subordinate positions by ordinances of the City, and such other
duties as may be assigned by the City Administrator.
