For the purpose of promoting the general welfare of the community and the specific welfare of residents of the City who are veterans of military service to the United States of American, there is hereby created a Commission to be known as the Veterans Commission.

The Commission shall consist of seven (7) voting members (three (3) veterans and four (4) at-large members), one (1) alternate and one (1) Council liaison.

All citizen members of the Commission shall serve without compensation.

Voting members of the Commission will be appointed for a term of three (3) years; but, of the members first appointed, three (3) shall be appointed for a term of three (3) years, and two (2) shall be appointed for a term of two (2) years.

Unless provided otherwise by law, any member of this Commission (or Board) may be removed by the Mayor, with or without cause, with the approval of a majority of the members of the City Council, at any time, or by a two-thirds vote of the members of the City Council without the consent and approval of the Mayor.

The Commission shall elect its Chairman and Secretary from among the citizen members. The term of Chairman and Secretary shall be for one (1) year with eligibility for re-election.

The Commission shall hold regular and special meetings as provided for by its rules, and shall adopt rules for the transaction of business and keep a public record of its proceedings, and shall make periodic written report to the Council covering the proceedings of the Commission. In addition to the regularly scheduled meetings, such other meetings shall be held as may be directed by the Mayor or the Council.

The payment and processing of expenses shall be in accordance with the regulations of the City concerning the payment of reasonable and necessary expense to other boards and commissions of the City.

The Commission shall accept grants and gifts only by the permission of and within the terms of such permission as may be granted by the Mayor and Council.

It shall be the duty of the Commission to coordinate all outreach for veterans programs conducted by the City and to make recommendations to the Mayor and Council concerning any programs or changes in existing programs as it deems appropriate. The Commission shall make an annual report to the Mayor and City Council concerning its activities.

The Commission shall have such other powers and duties as are or may be prescribed by the laws of the State of Missouri or the ordinances of the City of Arnold, Missouri.
