On the first (1st) Tuesday after the first (1st) Monday in April, annually, there shall be elected one (1) Councilperson from each of the wards to serve a term of two (2) years.

The minimum qualifications for a person to hold the office of Councilperson are that the person be at least twenty-one (21) years of age, a citizen of the United States, an inhabitant of the City for one (1) year next preceding his/her election, a resident of the ward from which he/she is elected six (6) months next preceding his/her election.

Before entering upon the duties of his/her office, each Councilperson shall take and subscribe an oath or affirmation before some court of record in the County, or the City Clerk or Municipal Judge. The oath shall read as follows: "I [name] do solemnly swear and affirm that I possess all the qualifications prescribed for my office by law; that I will support the Constitutions of the United States and the State of Missouri, the provisions of all laws of this State affecting Cities of this class, and the ordinances of the City, and faithfully demean myself in office".

A. 
The salary of the office of Councilperson of the City for the April 2002 to April 2004 term shall be the sum of four thousand two hundred dollars ($4,200.00) per year.
B. 
The salary of the office of Councilperson of the City for the April 2003 to April 2005 term shall be the sum of four thousand four hundred ninety-four dollars ($4,494.00) per year.
C. 
The salary of the office of Councilperson of the City for the April 2004 to April 2006 term shall be the sum of six thousand dollars ($6,000.00) per year. Said amount is hereby established as the base salary amount.
D. 
The salary of the office of Councilperson of the City for terms beginning April 2005 and annually thereafter shall be a fixed formula computed by adjusting the base salary amount in Subsection (C) hereof by the cost-of-living increases or decreases applied to City pay plans in the annual budget approval next preceding the start of the respective term of office. The Finance Director shall compute the salary amount annually and file the salary amount for each respective term of office with the City Clerk.
E. 
The salary of the office of Councilperson of the City shall be fixed for the duration of each two-year term and nothing in this Section shall be construed to increase the salary of any Council member during their term of office.

In addition to the residency requirements established by law for qualifications to hold the office of Councilperson, all persons elected to the office of Councilperson shall at all times maintain residency in the ward in which the person was duly elected, except as follows. In the event of ward redistricting (redrawing of ward boundaries), a Councilperson, whose residence has been assigned to a ward other than the ward in which he/she was elected, shall continue in office as a representative of the ward which elected him/her for the remainder of the term to which he/she was elected.
