There is hereby created and established the office of Director of Public Works for the City of Pevely, Missouri.

The Mayor shall appoint the Director of Public Works with the approval of the Board of Aldermen of the City of Pevely, Missouri. Such approval shall be by majority vote and the person so appointed shall serve for an indefinite term. The Director of Public Works shall report to the City Administrator.

The person appointed to the office of Director of Public Works shall be at least twenty-five (25) years of age and shall be a graduate of an accredited university or college with a degree in engineering related fields, business or public administration or shall have equivalent qualifications through public works experience, financial or public administration related fields. The Director of Public Works is not required to be a resident of the City of Pevely, Missouri.

The Director of Public Works, before entering upon the duties of his/her office, shall file with the City a bond in the amount of fifty thousand dollars ($50,000.00); such bond shall be approved by the Board of Aldermen and such bond shall contain equivalent provisions as are necessary for the City Clerk. The cost of such bond shall be paid by the City of Pevely; provided however, that should the Director of Public Works be covered by a blanket bond for all City officers, no additional bond shall be required.

The Director of Public Works shall receive a salary as set by the Board of Aldermen and increases in pay shall be at the discretion of the Board of Aldermen.

The Director of Public Works shall serve at the pleasure of the Board of Aldermen of the City of Pevely, Missouri, and may be dismissed at will in the same manner as other appointed municipal officers pursuant to Section 79.240, RSMo.

A. 
The Director of Public Works shall have those duties required of him/her by the Board of Aldermen and shall specifically have the following duties:
1. 
The director's time will be divided between administrative/supervisory tasks and field projects;
2. 
The day-to-day oversight of the Public Works Department which is comprised of streets, water, sewer, and parks;
3. 
Monitor work activities for timely completion and workmanship;
4. 
Assist the administrator to develop the annual public works budgets (street, water, sewer, and parks);
5. 
Authorizes reasonable and customary public works expenditures up to the funding limit established by the City Administrator;
6. 
Submits an annual capital improvement to the City Administrator for funding consideration;
7. 
Directs a proactive safety program with periodic safety training;
8. 
Responsible for ensuring public works equipment is properly maintained and is promptly repaired by a qualified maintenance shop if necessary;
9. 
Is the Public Works Department's point-of-contact for compliance with Federal, State, County and local laws and/or regulations;
10. 
Shall be responsible for developing employees' work schedules and verifying work hours;
11. 
Has the authority to temporarily alter employees' work schedules for events or unusual circumstances;
12. 
Approves vacation, sick leave and overtime;
13. 
Assist the City Administrator with employee hiring, promotions, disciplinary actions and terminations;
14. 
Assist the City Administrator and the human resource manager to develop position descriptions and performance evaluations;
15. 
Responsible for identifying and prioritizing seasonal and multi-year projects along with ensuring the funding and necessary resources are available;
16. 
Approves staff's mandatory certifications refresher training and identifies knowledge and skills development opportunities for all public works employees;
17. 
Works collaboratively with other governmental agencies, elected officials, City staff and the public;
18. 
Perform other duties as assigned by the City Administrator or the Mayor.

The Director of Public Works shall be the head of the Department of Public Works, all employees of the department shall be subject to his/her directive and control in the performance of their duties, he/she shall be in charge of management and maintenance of all City properties, including, but not limited to, streets, parks, buildings and other facilities.

No member of the Board of Aldermen shall directly interfere with the duties of the Director of Public Works or any department under his/her supervision, unless such member shall have been authorized to take such action by the Board of Aldermen
