The Willimantic Public Library Board of Directors is formed
with a total membership of seven members with the following terms:
Two members: one-year term.
Two members: two-year term.
Three members: three-year term.
Each term will start the day the Willimantic Public Library
Board of Directors is formed.

Immediately after appointment, the Library Board shall meet
and organize by the election of one of its members as chairman, and
elect such other officers as it deems necessary.

The Library Board of Directors shall make and adopt bylaws,
rules and regulations for the governance of the library and shall
have exclusive control of the supervision, care and custody of the
grounds, rooms or buildings constructed, leased, given or set apart
for that purpose. All employees of the library shall be employees
of the Town of Windham, and shall be supervised by the Library Director.
The Library Director shall be supervised by the First Selectman. The
Library Director shall be hired according to the town's hiring policy
for department heads by the Library Board of Directors with the approval
of the Board of Selectmen; firing shall be in accordance with the
town's personnel policy for department heads.

Any persons desiring to make a gift for the benefit of such
library may vest the title to such donation in the Library Board of
Directors to be held and controlled according to the terms of the
gift of such property; and such board shall be special trustees thereof.
