Pursuant to G.S. 22a-42(c), there shall be established an Inland-Wetland
and Watercourses Commission for the Town of Windham. The commission
shall be comprised of five full voting members, and three alternate
voting members with terms of four years staggered at intervals of
appointment so that one voting member and one alternate member shall
be appointed on an annual basis.

Immediately following appointment, the Inland-Wetland and Watercourses
Commission shall meet and organize by the election of officers, and
to designate a chairman. The Commission shall elect officers annually,
and no member shall serve as chairman for more than four consecutive
years.
