A. 
The words and phrases used in this chapter, pertaining to motor vehicles and traffic regulations, shall be construed as defined in Chapter 60, Article 6 of the Revised Statutes of Nebraska, 1943, as now existing or hereafter amended. If not defined in the designated statute, the word or phrase shall have its common meaning. (Neb. RS 60-605)
B. 
As used in this chapter, the following terms shall have the meanings indicated:
ALLEY
A highway intended to provide access to the rear or side of lots or buildings and not intended for the purpose of through vehicular traffic. (Neb. RS 60-607)
ARTERIAL HIGHWAY
A highway primarily for through traffic, usually on a continuous route. (Neb. RS 60-609)
AUTHORIZED EMERGENCY VEHICLE
Such Fire Department vehicles, police vehicles, rescue vehicles, and ambulances as are publicly owned, such other publicly or privately owned vehicles as are designated by the Director of Motor Vehicles, and such publicly owned military vehicles of the National Guard as are designated by the Adjutant General pursuant to Neb. RS 55-133. (Neb. RS 60-610)
CENTRAL BUSINESS DISTRICT
Includes that portion of the municipality embraced within and the area of public streets enumerated as follows:
(1) 
Jackson Avenue, from 4th Street to 8th Street.
(2) 
Fourth Street, from Jackson Avenue to South Street.
(3) 
South Street, from 4th Street to 8th Street.
(4) 
Eighth Street, from South Street to Jackson Avenue.
CROSSWALK
(1) 
That part of a roadway at an intersection included within the connections of the lateral lines of the sidewalks on opposite sides of such roadway measured from the curbs or, in the absence of curbs, from the edge of the roadway; or
(2) 
Any portion of a roadway at an intersection or elsewhere distinctly designated by competent authority and marked for pedestrian crossing by lines, signs, or other devices.

DRIVER
See "operator."
FOUR-LANE STREET
A street constructed to provide for four driving lanes, two on 1/2 of the street for vehicular traffic moving in the same direction in said two lanes and also two lanes on the opposite 1/2 of the highway for vehicular traffic moving in the same direction in said two lanes with vehicular traffic in 1/2 of said street but traveling in a direction opposite to vehicles traveling in the other 1/2 of said street.
HIGHWAY
The entire width between the boundary limits of any street, road, avenue, boulevard, or way which is publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel. (Neb. RS 60-624)
INTERSECTION or STREET INTERSECTION
The area embraced within the prolongation or connection of the lateral curblines or, if there are no lateral curblines, the lateral boundary lines of the roadways of two or more highways which join one another at, or approximately at, right angles or the area within which vehicles traveling upon different highways joining at any other angle may come in conflict. When a highway includes two roadways 30 feet or more apart, then every crossing of each roadway of such divided highway by an intersecting highway shall be regarded as a separate intersection. In the event such intersecting highway also includes two roadways 30 feet or more apart, then every crossing of two roadways of such highways shall be regarded as a separate intersection. The junction of an alley with a highway shall not constitute an intersection. (Neb. RS 60-627)
MEDIAN
That part of a divided highway, such as a physical barrier or clearly indicated dividing section or space, so constructed as to impede vehicular traffic across or within such barrier, section, or space or to divide such highway into two roadways for vehicular travel in opposite directions.
MOTOR VEHICLES
Every self-propelled land vehicle, not operated upon rails, except bicycles, mopeds, self-propelled chairs used by persons who are disabled, and electric personal assistive mobility devices. (Neb. RS 60-638)
MUFFLER
A device consisting of a series of chamber or baffle plates, or other mechanical design for the purpose of receiving exhaust gas from an internal combustion engine, and effective in reducing noise.
OFFICIAL TRAFFIC SIGNS OR DEVICES
All official traffic signs, markings, and devices, other than mechanical or electrical signals, not inconsistent with this chapter, placed or erected by authority of the governing body for the purpose of directing, warning, or regulating traffic. (Neb. RS 60-670 and 60-671)
OPERATOR
Any person who operates, drives, or is in actual physical control of a vehicle. (Neb. RS 60-642)
OWNER
A person other than a lienholder, having the property in or title to a vehicle, including a person entitled to the use and possession of a vehicle subject to a security interest in another person, but excluding a lessee under a lease not intended as security. (Neb. RS 60-644)
PARK or PARKING
The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers. (Neb. RS 60-645)
PEDESTRIAN
Any person afoot. (Neb. RS 60-647)
POLICE OFFICER
Every officer of the Police Department of the municipality or any officer authorized to direct or regulate traffic or make arrests for the violation of traffic regulation. (Neb. RS 60-646)
RESIDENTIAL DISTRICT
Includes the residential districts as adopted by ordinance and as appear upon the Zoning Map of the City of Seward. (Neb. RS 60-654)
RIGHT-OF-WAY
The right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed, and proximity as to give rise to danger of collision unless one grants precedence to the other. (Neb. RS 60-655)
SIDEWALK
That portion of a highway between the curblines, or the lateral lines of a roadway, and the adjacent property lines, intended for use by pedestrians. (Neb. RS 60-662)
STOP or STOPPING
(Neb. RS 60-667)
(1) 
Stop, when required, shall mean a complete cessation of movement.
(2) 
Stop or stopping, when prohibited, shall mean any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or traffic control device.
STORAGE OR TURNING LANE
A lane at or near the center of a four-lane street as it approaches an intersection in addition to the two lanes provided for moving traffic and to the left thereof providing sufficient space for entry of one or more vehicles for the purpose of turning left from any said storage lane and to the right thereof providing sufficient space for entry of one or more vehicles for the purpose of turning right from any said storage lane at any intersection which said storage lane approaches.

VEHICLE
Every device in, upon, or by which any person or property is or may be transported or drawn upon a highway, except devices moved solely by human power or used exclusively upon stationary rails or tracks. (Neb. RS 60-676)
