No person shall operate a vehicle upon any public street in the City, at a speed in excess of twenty-five (25) miles per hour, unless signs are posted designating another speed limit. Any speed in excess of the following shall be considered as prima facie evidence of driving at a rate of speed which is not careful, prudent and lawful.
