A. 
There is hereby established the Tax Increment Financing Commission of the Town of Carrollton, Missouri (the "TIF Commission"). The TIF Commission shall consist of nine (9) members as follows:
1. 
Six (6) members who shall be appointed by the Mayor with the consent of a majority of the Town Council;
2. 
Two (2) members who shall be appointed by the school boards whose districts are included within the redevelopment plan or the redevelopment area. Such members shall be appointed in any manner agreed upon by the affected districts; and
3. 
One (1) member who shall be appointed in any manner agreed upon by the affected districts, to represent all other districts levying ad valorem taxes within the area selected for a redevelopment project or the redevelopment area, excluding representatives of the Town Council.
B. 
The Mayor is hereby authorized and directed to provide written notice to the affected school boards and to other affected taxing districts of the proposed redevelopment plan, redevelopment project, and redevelopment area calling for appointments to the TIF Commission, all as provided in the TIF Act.[1]

The terms of members of the TIF Commission first appointed by the Town shall be staggered as follows: Two (2) members shall be designated to serve for a term of two (2) years; two (2) members shall be designated to serve for a term of three (3) years; and two (2) members shall be designated to serve for a term of four (4) years. Members subsequently appointed by the Town shall serve for a term of four (4) years. All vacancies shall be filled for the unexpired portion of the original appointment only. The terms of the members of the TIF Commission other than those appointed by the Town shall terminate upon final approval of the redevelopment project, redevelopment plan, or designation of the redevelopment area by the Town Council.

A. 
The TIF Commission shall have the following duties only:
1. 
To hold public hearings required by Section 99.825 of the TIF Act on any proposed redevelopment plan, redevelopment project, or designation of redevelopment area, or any amendment thereto and to provide notice as required by Section 99.830 of the TIF Act;
2. 
To vote on any such plan, project, designation or amendment within thirty (30) days of the completion of any such hearing; and
3. 
To make recommendations to the Town Council within ninety (90) days of the completion of any such hearing.

The Mayor shall designate a Chairperson, and a Vice Chairperson, each of whom shall serve in that capacity for one (1) year. Thereafter, the TIF Commission shall elect from its membership a Chairperson and Vice Chairperson, each for a term of one (1) year. The TIF Commission may adopt from time to time such rules of procedure as the TIF Commission may deem necessary to effectuate the duties under this Article. The TIF Commission shall call upon the Town Counselor for all legal opinions and legal services which the TIF Commission may require in the performance of the duties under this Article. The TIF Commission shall call upon the Town's Economic Development Director for all technical planning services which the TIF Commission may require in the performance of duties under this Article.
