As used in this Article, the following words and phrases shall
have the following meanings unless the context clearly indicates a
different meaning:
BIOMEDICAL WASTE
Any solid or liquid waste which may present a threat of infection
to humans, including non-liquid tissue, body parts, blood, blood products,
and body fluids from humans and other primates; laboratory and veterinary
wastes which contain human disease-causing agents; discarded sharps;
and absorbent materials saturated with blood or body fluids.
BULKY ITEMS
A large item that is discarded by a customer on their property
as a result of normal housekeeping activities, which cannot be placed
in a garbage can because of its size, shape or weight. Bulk waste,
includes, but is not limited to, white goods, furniture, appliances,
household goods, materials resulting from home improvement projects,
fixtures, sinks, toilets, ladders, electronic equipment, and carpet.
CONSTRUCTION AND DEMOLITION DEBRIS
Discarded materials generally considered to be not water
soluble and non-hazardous in nature, including, but not limited to,
steel, glass, brick, concrete asphalt roofing material, pipe, gypsum
wallboard, and lumber, resulting from the construction, destruction,
or renovation of a structure.
CURBSIDE
The current parkway or other area adjacent to the Town street,
not to exceed six (6) feet from the curb.
ELECTRONIC ITEMS
Electronic devices and parts thereof that have been discarded,
including but not limited to batteries, computers, monitors, televisions,
cathode ray tubes, printers, scanners, and copying machines.
GARBAGE
All kitchen and table food waste, and animal or vegetative
waste that is attendant with or results from the storage, preparation,
cooking, or handling of food materials.
HAZARDOUS WASTE
Solid waste, or a combination of solid wastes, which, because
of its quantity, concentration, or physical, chemical, or infectious
characteristics, may cause, or significantly contribute to, an increase
in mortality or an increase in serious irreversible or incapacitating
reversible illness or may pose a substantial present or potential
hazard to human health or the environment when improperly transported,
disposed of, stored, treated, or otherwise managed. Hazardous waste
includes any material or substance identified as a hazardous waste,
hazardous substance, or hazardous material in the Missouri or Federal
laws or regulations.
PREMISES
Any residence, business, industry, or other place where garbage,
trash or rubbish accumulates.
RUBBISH
Waste material (other than garbage, yard trash, and bulk
waste) resulting from normal housekeeping activities on residential
property. Rubbish includes but is not limited to discarded trash,
rags, sweepings, packaging, recyclable materials that are not source
separated, and similar materials.
TRASH
Paper, rags, clothing. paper containers, pieces of wood,
rubber or plastic, boxes. barrels or creates.
WHITE GOODS
Large discarded appliances, including but not limited to
refrigerators, ranges, washing machines, clothes dryers, water heaters,
freezers, and air conditioners. White goods must be generated by the
customer at the customer's improved real property where the white
goods are collected.
YARD WASTE
Vegetative matter resulting from landscaping maintenance,
including but not limited to shrub and tree trimmings, grass clippings,
leaves, limbs, and branches.

This Article will apply to all materials placed for removal
by the Town's solid waste removal system.

A. Only
garbage and rubbish as defined above may be placed in Town-provided
residential trash containers or dumpsters for pickup and no other
type of solid waste (biomedical waste, electronic equipment, construction
and demolition debris, yard waste, bulky items, white goods, or other
types solid waste) may be placed in such containers or placed at the
curbside or on a sidewalk for collection. Provided that if the Town's
solid waste company has collection days for other types of solid waste,
such as bulky items, then such items may be placed for collection
not more than twenty-four (24) hours before the designated pickup
day for such items.
B. No
garbage or rubbish may be placed at curbside or a sidewalk for pickup
more than twenty-four (24) hours prior to the scheduled day for collection
for such property. No trash containers or dumpsters shall be left
at curbside or on any sidewalk no longer than twenty-four (24) hours
after pick-up. This provision does not apply to commercial containers
at businesses or construction sites which will be subject to contractual
terms.
C. No
waste dumpsters/receptacles may be placed on any City street, sidewalk
or properties without first receiving permission from City Hall. A
City representative must be present to supervise placement. Time frames
will be assigned according to the type and size of the project.

Within a residential zone, no structure or container, such as a wooded box or containers, cans, or dumpsters, for the purpose of holding any material defined in Section
230.180 may be built, placed, or allowed to remain, within the street right of way or at a location visible from the street.

The City-provided dumpsters at the commuter parking area and
the City parks are not to be used except for disposal of garbage and
rubbish generated by persons using those respective areas or City
personnel. No one is authorized to dispose of any other type of solid
waste in such dumpsters. Discarding of furniture, bulky items, and
white goods in such dumpsters is strictly prohibited.

Enforcement of this Article shall be the responsibility of the
Police Department of the Town of Carrollton.

Any person, firm or corporation violating any provisions of
this Article shall be fined not less than five dollars ($5.00) or
more than five hundred dollars ($500.00) for each offense, and a separate
offense shall be deemed committed on each day during or on which a
violation occurs or continues.
