Pursuant to § 1301 of the Second Class Township Code,
53 P.S. § 66301, the office of Township Manager of the Township
is hereby created.

1. The powers and duties of the Township Manager shall be:
A. To oversee the preparation of ordinances, resolutions and other actions
of the Township Supervisors; to record the same in the records of
the Township; to oversee the preparation of an agenda for all public
meetings and to comply with all notice requirements of public meetings;
and to maintain all public records pursuant to the laws of the Commonwealth
of Pennsylvania.
B. To act as chief financial officer of the Township, to maintain all
accounts and oversee the payment of all bills and the proper posting
of all receipts, oversee the preparation of the annual budget, and
to cooperate in the preparation of any audits of the Township records.
C. To supervise all employees of the Township other than elected officials;
to report to the Board of Supervisors on the management of such employees;
to review and report on matters of salary of employees, benefits and
other matters as the Supervisors may, by resolution, provide; and
to report to the Supervisors all matters relating to hiring and discharge
of employees.
D. To oversee the matter of all contracts for the acquisition of property
and materials and the performance of service for the Township, to
oversee all contracts for the sale and disposition of all property
and materials of the Township.
E. To oversee all maintenance, repairing, insurance and improvements
needed or recommended on all public property.
F. To develop, as the Supervisors shall direct by resolution, rules
and regulations for the various departments, bureaus and personnel
employed in any public matter.
G. To manage and maintain the records of the commissions and boards
of the Township including the Zoning Hearing Board, the Planning Commission
and other committees or commissions as from time to time may be created
by the Board of Supervisors; to participate and maintain the records
of all road and highway acquisition, maintenance, dedication and repairs;
to oversee all liquid fuel tax money and all other money designated
by impact fees or any other money from any other sources for the use
of roads and highways of the Township.
H. To oversee and report to the Supervisors all matters relating to
public safety and public nuisances.
I. To oversee and maintain records of all projects of community development,
to maintain cooperation with the Department of Community and Economic
Development and the County of Chester on all matters relating to community
development and emergency services, to oversee all matters of licensing
and permits which may from time to time be issued by the Township
and to oversee the maintenance of records on each of these matters,
to coordinate all of the communications and activities of consultants
of the Township including the Township Engineer, the Township Solicitor
and any advisor on matters of insurance, planning, zoning and other
matters of opinions sought by the Township, and to maintain records
and report to the Supervisors.

The salary and compensation of the Township Manager shall be
that which is adopted by resolution of the Township Supervisors from
time to time.

The Township Manager, when appointed, shall be bonded with a
surety to be approved by the Board of Supervisors in the amount directed
by the Board, which bond may be, from time to time, adjusted by ordinance
of this Township.
