Information furnished in a sketch plan shall be at the discretion of the applicant. The sketch plan is intended to facilitate communication early in the planning process. It is suggested that a sketch plan include the following information to make pre-application discussions beneficial to all parties:
A. 
Name and address of current owner of record.
B. 
Title block including North arrow, approximate graphic scale and date of drawing.
C. 
Approximate tract boundaries.
D. 
Total acreage of the tract.
E. 
Proposed general lot layout.
F. 
Proposed general street layout.
G. 
Applicable zoning district information.
H. 
Location map.
I. 
All existing streets on or near the tract including their proper name.
J. 
Approximate location of all watercourses and floodplains on the property.
K. 
Topographic contours at a five-foot interval. The contours may be enlarged from USGS quadrangle maps. Slopes greater than 25% should be highlighted.
L. 
Other significant topographic features.
M. 
For land developments, the proposed and existing building locations, parking lots and open spaces should be indicated. All existing buildings and structures, including houses, barns, garages, corn cribs, privies, etc., parking lots and open spaces within 500 feet of the tract boundaries, should be shown to provide context for the proposed development.
N. 
Photographs, renderings, models and other materials that help explain the site and the proposed development are also encouraged to be submitted.
2. 
A sketch plan need not be to an exact scale nor have precise dimensions.

The following information shall be furnished as part of the preliminary plan submission. Any composite or comprehensive plan of a subdivision shall be drawn at a scale no smaller than 100 feet to the inch. All the plans to be submitted shall be drawn at a scale no smaller than 50 feet to the inch.
A. 
Preliminary plans shall be a clear and legible black- or blue-on-white print at one of the following dimensions:
(1) 
Eighteen inches by 24 inches.
(2) 
Twenty-four inches by 36 inches.
(3) 
Thirty inches by 42 inches.
B. 
Preliminary plans requiring a sheet size of larger than prescribed above shall be drawn in sections to conform to the size requirements. Such sections shall be accompanied by a key diagram and match lines showing the relative location of all sections.
C. 
Name, address and phone number of the owner of record.
D. 
Name, address and phone number of the applicant, if different from the owner.
E. 
Title block, including the following information:
(1) 
Name of plan or identifying title.
(2) 
Municipality(ies) in which tract is located.
(3) 
Name, address and phone number of Pennsylvania registered engineer, surveyor, landscape architect, land planner or architect who prepared the plan, along with the seal of such preparer. The preparer shall also certify that Chapter 27, Zoning, and this chapter, as revised, have been reviewed and to the best of the preparer's knowledge, the plans are in conformance with the engineering requirements, the zoning and subdivision requirements and other applicable ordinances and regulations of the Township of Franklin.
(4) 
Date plan was prepared. All subsequent revision dates shall be noted on the plan. Every new submission shall be considered a revision.
(5) 
Scale of plan.
F. 
Notarized signatures of owner acknowledging his/her awareness of the proposed subdivision or land development.
G. 
Signature blocks, in accordance with Appendix 22-A,[1] including spaces for the following reviews and/or approvals:
(1) 
Township Planning Commission (four signature lines).
(2) 
Township Board of Supervisors (five signature lines).
(3) 
County Planning Commission (one signature line).

H. 
North arrow.
I. 
Location map at a scale no larger than one inch equals 2,000 feet, including all remaining holdings of the owner.
J. 
Applicable zoning district information, including all minimum requirements. All zoning boundaries on the tract or within 300 feet of the tract shall be shown.
K. 
Notes concerning the nature of the plan.
L. 
Survey information shall include the following:
(1) 
Calculated tract boundaries and dimensions, including all radii, arc lengths, chord lengths and chord bearings. All dimensions, including chord bearings, shall read in a consistent direction, preferably clockwise.
(2) 
The location of existing and proposed tract monuments, natural or man-made.
(3) 
Names and locations of adjacent property owners. Where a tract bounds existing streets, the adjacent property owners across the streets shall also be identified.
(4) 
Names of all abutting subdivisions.
(5) 
Total acreage of the tract to the nearest 0.01 of an acre.
(6) 
All proposed lot lines.
(7) 
All proposed setback lines.
(8) 
Assignment of lot numbers for identification purposes.
(9) 
Total acreage of each proposed lot to the nearest 0.01 of an acre.
(10) 
The location, width and dimensions of all existing and proposed easements and rights-of-way. The purpose of all easements and rights-of-way shall also be noted on the plan.
(11) 
Identification of all abutting streets by name and identification number. Include existing and proposed right-of-way width and cartway width for all existing streets.
(12) 
The location of all existing and proposed buildings, structures and houses. If violating setback lines, dimensions shall be provided for all existing buildings, structures and houses to the property line for which setback requirements are violated.
(13) 
The location of all public utilities, both existing and proposed.
(14) 
The location of all existing wells and sewage drain fields within 100 feet of the property boundary.
(15) 
The location of all existing and proposed driveways.
(16) 
Proposed street layout, including cartway width and right-of-way width.
(17) 
The location, type, size and invert elevations for all storm drainage facilities.
(18) 
The location, type, size and invert elevations for all sanitary sewer facilities.
(19) 
The location, type and size for all water facilities.
(20) 
For land development plans, the location layout and size of all parking areas, including provisions for access, loading and unloading areas and handicap parking.
(21) 
Datum to which contour elevations refer.
(22) 
Benchmark with known elevation on or adjacent to tract.
M. 
The location of significant physical features within the tract shall include the following:
(1) 
Existing and proposed contour lines at vertical intervals of not more than two feet. Existing contours shall be established by a topographic survey and shall not be enlarged from USGS quadrangle maps. Existing contour lines at a vertical interval of not more than five feet can be provided for residual tracts.
(2) 
Soil types and their boundaries.
(3) 
Floodplain limits.
(4) 
Natural watercourses, ponds and swales.
(5) 
Slopes from 15% to 25% and slopes in excess of 25% shall be highlighted.
(6) 
Wooded areas, tree lines and significant single trees that have a bearing on driveways, roadways, lot lines, drainage areas or other uses.
(7) 
The exact location of any underground utility including the limits of their rights-of-way.
(8) 
Location of all nontidal wetlands as determined by a field survey. If nontidal wetlands are located on the property, a copy of the wetlands report shall be submitted for review. A note shall be placed on the plan stating who performed the wetlands survey and when the survey was performed. If no nontidal wetlands are located on the property, a note shall be placed on the plan stating who made this determination and when the field survey was performed.
(9) 
Any other information required by § 27-2504, Subsection 1, to ensure compliance with the resource protection standards of Part 25 of Chapter 27, Zoning.
N. 
Street profiles shall include the following at a scale of no more than 50 feet to the inch along the horizontal and no more than five feet to the inch along the vertical. Where larger scales are used, the ratio shall be 1:10, vertical to horizontal.
(1) 
Existing and finished grades along the proposed street center line.
(2) 
Existing and proposed ground elevations along the proposed street center line every 50 feet. These elevations shall be provided every 25 feet through vertical curves.
(3) 
The beginning station and elevation, end station and elevation, station intersection, high point and/or low point station and elevation, length and "K" value for all proposed vertical curves.
(4) 
The location of existing and proposed storm sewers and storm drainage structures. Storm sewer information shall include size, type, slope and inverts of all pipes. Stations, offsets, top elevations, type and inverts shall be provided for all storm drainage structures.
(5) 
The location of existing and proposed water and sewer lines, manholes and water appurtenances. Sewer information shall include size, type, slope and inverts of all pipes. Stations, offsets, top elevations, type and inverts shall be provided for all sewer manholes. Water information shall include size and minimum cover. Water appurtenance information shall include stations, offsets, size and type.
O. 
A typical street cross section shall include the following:
(1) 
Cartway width, shoulder width and right-of-way width.
(2) 
Road cross slope.
(3) 
Shoulder cross slope.
(4) 
Swale section, if applicable, including stabilization requirements.
(5) 
Curb, if applicable.
(6) 
Pavement section proposed.
(7) 
Cut-and-fill slopes beyond limits of right-of-way.
(8) 
Location, width, type, cross slope and cross section for sidewalks, if applicable.
(9) 
Location of street trees.
P. 
The location of required sight triangles at all proposed intersections, along with a note stating applicable height restrictions within the sight triangles.
Q. 
An erosion and sediment pollution control plan and a stormwater management plan including supporting calculations shall be prepared in accordance with the provisions of Chapter 19, Stormwater Management.
R. 
Indicate whether and where the plan covers only a part of the entire tract, or where the applicant is the owner of or has interest in adjoining tract(s).

S. 
Where on-site sewage disposal facilities are anticipated, the applicant shall submit evidence with regard to the suitability of the soils to absorb sewage wastes.
T. 
A lighting plan showing location and type of lights to be installed, along with any necessary construction details shall be submitted. An illumination plan shall be submitted for review showing proposed lighting levels across the property.
U. 
A landscape plan in accordance with § 22-610 shall be submitted, including the following:
(1) 
Location of all proposed landscaping.
(2) 
Types of landscaping to be used.
(3) 
Chart showing breakdown of individual plant materials, including common name, Latin name, total number to be planted and height/size at planting.
(4) 
Details for proper planting procedures.
(5) 
A Pennsylvania licensed landscape architect shall sign and seal the landscape plan.
V. 
An environmental impact assessment and mitigation report (EIAM) in accordance with § 22-613.

1. 
The following information and requirements shall apply to final submissions:
A. 
Final plans shall be a clear and legible black- or blue-on-white print and shall be drawn to a scale no smaller than 50 feet to the inch and shall be at one of the following dimensions:
(1) 
Eighteen inches by 24 inches.
(2) 
Twenty-four inches by 36 inches.
(3) 
Thirty inches by 42 inches.
B. 
Final plans requiring a sheet size of larger than prescribed above shall be drawn in sections to conform to the size requirement. Such section shall be accompanied by a key diagram and match lines showing the relative location of all sections.
C. 
All information required for preliminary plans shall be included on a final plan. All measurements and distances shall be accurate to within one foot in 10,000 feet and all bearings to within 15 seconds.
D. 
All proposed street names and lot numbers.
E. 
Notation of any existing or proposed deed restrictions.
F. 
Copies of all relevant permits or certificates as may be required by the Pennsylvania Department of Transportation (PennDOT), the Department of Environmental Protection (DEP), the Chester County Health Department, the Chester County Conservation District and any other applicable agency.
G. 
Source of title.
H. 
Tax parcel number as assigned by the County Tax Assessment Office.
I. 
Location of all underground storage tanks.
J. 
Lot acreage to the nearest 0.001 of an acre.

1. 
The following information shall be provided on the as-built plan:
A. 
Actual dimensions and locations of streets as they were constructed.
B. 
Actual inverts, top elevations, pipe sizes, pipe materials, pipe slopes and locations for all storm drainage facilities as they were constructed.
C. 
Actual inverts, top elevations, pipe sizes, pipe materials, pipe slopes and locations for all sanitary sewer facilities as they were constructed.
D. 
Road profiles including elevations at 100-foot stations along the present ground surface over the center line.
E. 
Actual locations for all fire hydrants, valves, caps and blowoffs and other visible water appurtenances as they were constructed.
F. 
Actual locations, inverts, pipe sizes, pipe materials, pipe slopes, inlet dimensions, orifice sizes, top elevations, outlet protection sizes and dimensions, stone depths and stone dimensions for all permanent stormwater management facilities as they were constructed.
G. 
A plan, showing final contours, spot elevations and dimensions for all aboveground permanent stormwater management facilities. The plan shall be drawn at the same scale as the originally approved plan.
