A.
There shall be a Board of Health in the Borough consisting of seven members and two alternate members appointed by the Mayor, with the advice and consent of the Council, for terms of three years. The members and alternate members shall receive no compensation for their services and shall be citizens and residents of the Borough of Wood-Ridge, unless a school nurse and/or municipal physician are/is appointed member(s) of the Board pursuant to N.J.S.A. 26:3-3.
B.
The alternate members shall be designated as Alternate Member No. 1 and Alternate Member No. 2, respectively. The alternate members shall have the right to attend and participate in all meetings of the Board and its subcommittees, including any closed executive sessions, but may not vote except in the absence or disqualification of a regular member of the Board, and in such event, Alternate No. 1 shall have precedence in voting. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.
C.
The Borough Council may appoint one of its members to serve as a liaison to the Board for a term of one year from January 1 to December 31. Said liaison shall have the right to attend and participate in all meetings of the Board and its subcommittees, including any closed executive sessions, but shall not have a vote unless he or she is also a member of the Board.
A.
The Board of Health shall have the power and authority to adopt ordinances relating to the protection of the health of Borough residents, shall employ necessary personnel and fix their salaries, and shall have under its jurisdiction the Bureau of Vital Statistics of the Borough, the Health Officer and such other employees as are necessary to carry out its duties. The Board of Health shall have all the jurisdiction conferred upon boards of health by Title 26 of the New Jersey Statutes Annotated.
B.
The Board may elect to either, directly or through the Borough of Wood-Ridge, enter into shared services agreements and/or inter-local service agreements with other boards of health and/or any municipality, board of education and/or county for the provision of services and/or personnel necessary to perform its powers and duties.
C.
The Board may elect to have the salaries and wages of its employees be established by the Borough Council. The operations of the Board are subject to the annual appropriation of the Borough Council.
