There is hereby established a Civil Service Commission (hereinafter called the "Commission"), consisting of three members plus no more than three alternative members.
[Ord. 167, 11/1/1955, § 2-3; as amended by Ord. 596, 8/5/2003, § 1]
1.
The members of the Commission shall be duly qualified electors of the Township of Collier and shall be appointed by the Board of Commissioners.
2.
The regular members of the Commission shall be appointed initially for the terms of two, four, and six years respectively, and thereafter, as terms expire, for six years.
3.
No more than three alternate members of the Commission may be appointed. The term of office of an alternate member shall be six years. If, by reason of absence or disqualification of a member, a quorum is not reached, the Chairman shall designate as many alternate members of the Commission to sit on the Commission as may be needed to provide a quorum. Any alternate member of the Commission shall continue to serve on the Commission in all proceedings involving the matter or case for which the alternate was initially designated until the Commission has made a final determination of the matter or case. Designation of an alternate pursuant to this section shall be made on a case by case basis in rotation according to declining seniority among all alternates.
4.
Alternates shall hold no other office in the Township.
[Ord. 167, 11/1/1955, § 4; as amended by Ord. 596, 8/5/2003, § 1]
1.
The Civil Service Commission shall perform the duties and exercise the powers which are now or may hereafter be prescribed by the statutes of this Commonwealth.
A.
Alternate members of the Commission designated to sit pursuant to § 1-512.3 above, shall be entitled to participate in all proceedings and discussions of the Commission to the same and full extent as provided by law for Commission members, including specifically the right to cast a vote as a voting member during the proceedings, and shall have all the powers and duties set forth in the First Class Township Code, 53 P.S. § 55101 et seq., and as otherwise provided by law. Any alternate may participate in any proceeding or discussion of the Commission but shall not be entitled to vote as a member of the Commission unless designated as a voting alternate member pursuant to § 1-512.3 above.
[Ord. 167, 11/1/1955, § 5]
All full-time police officers in the employ of the Township on the effective date of this part shall be deemed to have Civil Service status from the date of their last employment with the Township, and shall not be required to take an examination or otherwise qualify under the Civil Service provisions of the First Class Township Code, 53 P.S. § 55101 et seq.; provided, however, that all promotions of such employees hereafter shall be in accordance with Civil Service Commission requirements.
