The owner or tenant of any property abutting any sidewalk within the Township of Collier, together with any portion of the owner's property which has been paved and used as a sidewalk or as a public walk immediately in front of his property, shall maintain the said sidewalk in good order and repair and at all times shall maintain the same free and clear of all obstructions to safe and convenient passing and free from any merchandise or material placed there for display.

Every owner, person, firm, or corporation having the charge or care of any land or building fronting on any sidewalk within the Township of Collier, where there is a sidewalk paved with concrete, asphalt, or other material, shall, within 24 hours after the ceasing of any snowfall or sleet or the accumulation of any ice caused by freezing after a rainfall, cause the same to be removed from the said sidewalk, so as to provided free and clear and unobstructed passing.

Should the owner of any property neglect or refuse to perform the duties required of him, the Township may serve the said owner with written notice requiring him to do what is necessary, and should the owner fail to comply with the requirement of the said notice, the Township may make the necessary repairs and/or remove unnecessary obstructions and recover the costs of the same, together with a penalty of 10%, either by an action in assumpsit or by the filing of a municipal lien on the property. In addition, any person, firm, or corporation violating any of the provisions of this Part, upon conviction thereof, shall be sentenced to pay a fine of not less than $10 nor more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Part continues shall constitute a separate offense.
