A. 
As used in this article, the following terms shall have the meanings indicated:
PERSON
Includes any natural person, partnership, association or corporation.

In this article, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine and the neuter.
It shall be unlawful for any person to construct or maintain any cellarway extending into any sidewalk unless the same shall be securely covered or protected with substantial metal or wooden doors that shall close flush with the sidewalk. Such cellar doors shall be kept in good order and repair, shall be properly guarded when open, and shall not be opened at any time between sunset and sunrise except in case of emergency, and when so opened between sunset and sunrise, the opened cellar door shall be properly barricaded or guarded, with warning lights burning to give notice of danger.

Any person who violates any provision of this article shall, for every such violation, upon conviction, be sentenced to pay a fine of not more than $600 and costs of prosecution, and, in default of payment of fine and costs, to undergo imprisonment for not more than 30 days. Provided: Each day on which a violation exists or is continued shall constitute a separate violation.
