The purpose of this chapter is to protect the electors and interests
of the Town and ensure the proper expenditure of Town monies.
Any person who is serving the Town as an elected or appointed
official, volunteer, employee or agent or any other person(s) who
works (work) for the Town on behalf of those individuals duly elected
or appointed. The use of the term "public official" is not for the
purpose of the Public Records Law.
No public official shall alter (modify, amend, reduce, increase
or otherwise change) any written or electronic invoice, contract,
agreement, receipt, ledger, or other legal document without prior
approval of the Town Board.
No public official shall negotiate or enter into any agreement,
written or oral, without prior approval of the Town Board. Any public
official delegated to negotiate for the Town Board shall furnish a
detailed account of the negotiations within a time frame specified
by the Town Board or at the next regularly scheduled Town Board meeting.
No public official shall have the authority to order, purchase,
or incur any goods or services resulting in the expenditure of Town
monies not set forth in the Town's current budget or approved
by the Town Board.
Violators of this chapter may be subject to penalties or remedies,
including those prescribed by civil or criminal law.
This chapter does not preclude Town departments from acquiring
day-to-day operating goods or services, as needed and as specified
and set forth in the Town's current budget, nor does it preclude
the Town from authorizing the acquisition of any goods or services
that may be required during an emergency situation.
