GENERAL REFERENCES
Kittanning Riverfront Park Authority — See Ch. 16, Art. IV.
Parks and recreation areas — See Ch. 403.
There is hereby created a Board to have the purposes and powers hereinafter set forth which shall hereinafter be known as the "Kittanning Borough Riverfront Parks and Recreation Board."
The Board shall consist of no less than nine persons to be appointed by the Kittanning Borough Council for such terms as shall permit no more than two terms to expire in any one calendar year.
Members of the Board shall be appointed by the Kittanning Borough Council for terms of five years. No less than five members of the Board shall be residents of the Borough of Kittanning. The appointments for specified term notwithstanding, a Board member may stay in office until a successor qualifies or is appointed or the Kittanning Borough Council may remove any member of the Board at the pleasure of Kittanning Borough Council.
Members shall serve on the Board without compensation.
The Board shall reorganize at its first regularly scheduled meeting in any calendar year.
The Board shall have the following powers and duties:
A. 
To meet no less than one time every two months.
B. 
To consider and recommend to Kittanning Borough Council all things necessary to equip, operate, maintain, and generate funding for those recreational facilities owned and maintained by the Borough, responsibility for which has been assigned to the Board.
C. 
To make such recommendations to the Borough Council as may be necessary to generate funding for the continued operation and maintenance of recreational facilities, including the Kittanning Riverfront Park and Visitors' Center.
D. 
To meet to consider all matters necessary for the proper operation and maintenance of the recreation places.
E. 
The Board shall act in an advisory capacity and shall take no formal action which in any way would bind the Borough without approval of the Kittanning Borough Council.
The Board, at such times as directed by the Kittanning Borough Council, shall annually submit for approval to the Kittanning Borough Council a proposed budget for the ensuing year setting forth all proposed expenditures and programs. The Board shall have no power to obligate Kittanning Borough for the payment of any municipal funds until the same is properly appropriated by the Kittanning Borough Council.
The Board shall exercise the authority granted herein over any recreation place acquired hereafter or now existing unless otherwise specified by the Kittanning Borough Council.
This chapter shall become effective on January 1, 1999.
