[HISTORY: Adopted by the Board of Supervisors of the Township of Cecil 5-7-1980 by Ord. No. 1-80; amended in its entirety 3-16-1988 by Ord. No. 1-88. Subsequent amendments noted where applicable.]
The purpose of the Township's parks is:
A. 
To provide and encourage recreation for the people of Cecil Township by the provision of a supervised area.
B. 
To make available to the general public, by reservation, facilities for group recreational activities.
C. 
To provide a family picnic area within the community boundaries.

A. 
Persons or groups desiring the park pavilions will be granted this privilege, providing all rules and regulations are adhered to. Permission may be revoked at any time for failure to comply. Use will be granted on a "first come" basis to Cecil Township residents/businesses; applications will be accepted from Cecil Township residents and businesses for use by Cecil Township residents and businesses on a date set; applications will be accepted from the general public.
(1) 
Reservations are for pavilions only. Reservation fees shall be set by the Board of Supervisors annually.
(2) 
Liability will be assumed by the person signing the application in regard to any personal or property damage arising.
B. 
Any activity must be conducted according to law and conform to accepted good standards of conduct. No meeting or entertainment which is subversive to the doctrines of the United States or the State of Pennsylvania or the Township of Cecil will be allowed.
C. 
Beverages will be permitted only in the pavilion area. Further, any and all bottles, jugs, glasses, jars or any other glass containers shall be expressly prohibited on park grounds.
D. 
No person shall, either by work or act, indulge in any disorderly or indecent conduct or disturb the peace or good order of the community within the park, nor shall any person play games of chance therein.
E. 
Fires are limited to those used for cooking, but only in designated receptacles, and must be extinguished by the person starting or using the same.
F. 
No person shall injure, deface or befoul any part of the park nor remove or destroy any natural features.
G. 
Park hours shall be from 6:00 a.m. until 10:00 p.m. unless special permission is granted by the Parks and Recreation Board. These hours will be strictly enforced.
H. 
Any and all motor vehicles (including, but not limited to, trucks, automobiles, motorcycles, all-terrain vehicles or any other motorized and/or mechanized vehicles) shall be prohibited from entering into, onto or upon the designated park area except as follows. Any and all such vehicles as aforesaid shall be parked, placed or otherwise confined within designated parking areas only. Further, vehicles as aforesaid may be permitted to enter upon park grounds so long as prior approval has been requested in writing and secured, and said vehicle(s) shall be so permitted upon the park grounds for the sole purpose of loading and unloading and then, only for a reasonable period of time, not to exceed one hour. Finally, bicycles shall be permitted only on designated bicycle paths within the park areas.

Horseshoe pitching in horseshoe courts only.
K. 
Note: Any league/team authorized by the Park and Recreation Board to use the park ball fields will be given first priority on their use.
Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof in an action brought before a Magisterial District Judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedures, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment for not to exceed 90 days. Each day that a violation of this chapter continues or each section of this chapter which shall be found to have been violated shall constitute a separate offense.
