All owners or lessors of any rental dwelling, apartment or multiple
dwelling building shall register the said rental dwelling, apartment
or multiple dwelling building with the Township Secretary or Zoning
Officer. Such registration shall provide the names, addresses and
ages of all persons over 18 years who shall reside in such rental
dwelling, apartment or multiple dwelling building on a regular or
part-time basis.

The initial registration shall be completed by the owner or
lessor not later than 60 days from the final enactment of this article.
Thereafter, each time that a change occurs in the tenancy of any rental
dwelling, apartment or multiple dwelling building, such change shall
be reported within 30 days of the change to the Secretary or Zoning
Officer. In the case of any new tenant or family, the owner or lessor
shall file with the Township Secretary or Zoning Officer an application
for an occupancy permit accompanied by a fee in an amount as established
from time to time by resolution of the Board of Supervisors. Upon
being satisfied with the accuracy of the information of any new tenant
or family, the Secretary or Zoning Officer shall issue the occupancy
permit to the owner or lessor.
Any person or family which may be a tenant in any rental dwelling,
apartment or multiple dwelling building shall provide upon request
the essential information required by this article to the owner or
lessor.
Any person, firm or corporation who shall violate any provision
of this article, upon conviction thereof in an action brought before
a Magisterial District Judge in the manner provided for the enforcement
of summary offenses under the Pennsylvania Rules of Criminal Procedure,
shall be sentenced to pay a fine of not more than $1,000 plus costs
and, in default of payment of said fine and costs, to a term of imprisonment
not to exceed 90 days. Each day that a violation of this article continues
or each section of this article which shall be found to have been
violated shall constitute a separate offense.
