A. 
"Emergency management" shall mean the preparation for carrying out all emergency functions to minimize injury and repair damage resulting from a disaster caused by enemy attack, sabotage or other hostile action, or by fire, flood or other natural causes.
B. 
To insure that preparation will be adequate to cope with such disasters, to provide for the common defense, to protect the public peace, and to preserve the lives and property of the people of Slinger it is hereby declared necessary:
(1) 
To establish a local emergency management committee.
(2) 
To provide for exercise of necessary powers during emergencies.
(3) 
To provide cooperation and mutual aid between the Village of Slinger and other political subdivisions.
C. 
To the maximum extent possible, the Village of Slinger will effectively prepare for civil defense through the use of human resources, existing equipment and facilities, and cooperative mutual aid with comparable political subdivisions and private agencies.
As used in this chapter, the following terms shall have the meaning indicated:
EMERGENCY MANAGEMENT
Includes civil defense and means all measures undertaken by and/or on behalf of the Village of Slinger within the boundaries of the Village of Slinger.
A. 
To prepare for and minimize the effect of natural or man-made disasters upon the civilian population.
B. 
To effectuate all possible emergency actions to restore vital public services and public facilities destroyed or damaged by a man-made or natural disaster.
CIVIL DEFENSE
All measures undertaken by or on behalf of the state, county, and the Village to prepare for and minimize the effects of enemy action upon the civilian population.
ENEMY ACTION
Hostile action by a foreign or domestic power which threatens the security of the Village.
A. 
Membership. The Emergency Management Committee shall consist of the Village President, Village Administrator, Chief of Police, Village Clerk, and the Director of Public Works. The Village President shall serve as Chairperson of the Committee, and a member of the Committee shall serve as secretary.
B. 
Powers and duties. The Emergency Management Committee shall be an advisory and planning group and shall advise the Village Board in all matters pertaining to emergency management.
(1) 
Village President. The Village President shall be the Head of Emergency Management for the Village of Slinger.
(2) 
Director of Emergency Management (DOEM). The Police Chief shall serve in the position of Director of Emergency Management for the Village of Slinger.
(a) 
Powers and duties.

The DOEM shall be the executive head of the Emergency Management Committee (EMC) and shall be directly responsible for the organization, administration and operation of the EMC subject to the direction and control of the Village President. The DOEM shall coordinate all activities for emergency management within the Village and shall maintain liaison and cooperate with emergency management agencies and organizations of other political subdivisions and the state and federal governments, and shall participate in county and state emergency management activities upon request, and shall have such additional authority, duties and responsibilities as are authorized by this section and which may from time to time be required by the Village President.[1]

In accordance with the state plan format and the county ordinance of compliance, the DOEM shall prepare and present a comprehensive general plan to the Village Board for its approval.

When the Board has approved the plan by resolution, it shall be the duty of all municipal employees to perform the duties and functions assigned by said plan as approved. The plan may be modified and updated as necessary.
In preparing and executing the Emergency Management Plan, the Village President and/or the DOEM shall utilize the services, equipment, supplies and facilities of the Village including the Villages employees, elected officials, and appointees to the maximum extent practicable.
Whenever necessary to meet an emergency for which adequate regulations have not been adopted by the Village Board, the Village President, or in his absence, the Director of Emergency Management, may, by proclamation, promulgate and enforce such orders, rules and regulations relating to the conduct of persons and the use of property as shall be necessary to protect the public peace, health and safety, and preserve lives and property and to insure the cooperation necessary in carrying out emergency management activities. Such proclamations shall be posted in three public places and may be rescinded by the issuer at any time.
The DOEM may, subject to the approval of the Village Board, enter into mutual aid agreements with other political subdivisions. A copy of such agreements shall be filed with the County Emergency Management Manager.
Upon the declaration of any emergency by the Governor of the State of Wisconsin, the Village President, the County Emergency Management Manager, or the Director of Emergency Management, in the absence of the Village President shall publicly announce that a state of emergency exists. The Village President or, at the direction of the Village President, the DOEM shall issue all necessary proclamations as to the existence of such state of emergency and shall issue such disaster warning and/or alerts as shall be required in the Emergency Management Plan. The Emergency Management Committee shall take action in accordance with the Emergency Management Plan, or Operations Plan, upon the declaration of any emergency and the issuance of official disaster warnings. Such state of emergency shall continue until terminated by the issuing authority, provided that any declaration not issued by the Governor or the County Emergency Management Manager may be terminated at the discretion of the Village President, or the DOEM, in the absence of the Village President.
Any person who violates the provisions of this chapter shall be subject to a penalty as provided in § 1-2 of the Village Code.
