There shall be a Superintendent of Public Works, who shall serve
as the principal Public Works manager.
The Superintendent of Public Works shall be appointed by the
governing body of the Township. The term of office shall commence
on the first day of January in each year, or as soon thereafter as
the appointment may be made, and shall expire on January 1 next ensuing
or on the date of the reorganizational meeting of the governing body,
whichever is later unless otherwise specified by Mayor and Council.
As used in this article, the following terms shall have the
meanings indicated:
Under direction, performs administrative and supervisory
duties in planning and organizing the installation, maintenance, and
repair of various public works facilities; does other related work
as required.

The Superintendent of Public Works shall be qualified and certified
and serve in accordance with the provisions of N.J.S.A. 40A:9-154.6a
et seq., and shall among other qualifications hold a commercial driver's
license (CDL). The Superintendent of Public Works shall be the head
of the Department of Public Works, shall be appointed on a full-time
basis, and shall devote all his time to the discharge of his duties.
He shall be in charge of the Public Works Department.
A.
Examples of work.
(1)
Oversees the maintenance and operation of a municipal waterworks,
sewerage system or an electric lighting plant.
(2)
Supervises the repair and maintenance of streets, roads, avenues,
public buildings, public places, sewers and public works equipment.
(3)
Executes plans for the effective utilization of available funds,
personnel, equipment, materials and supplies.
(4)
Prepares department budget and maintains balances each year.
(5)
Oversees department purchases.
(6)
Develops standards for all equipment and materials used.
(7)
Draws up specifications for all departments' biddings.
(8)
Keeps current with changes which would affect department operations
and purchase procedures.
(9)
Establishes and maintains cooperative working relationships with
contracting, engineering, and manufacturing representatives as well
as state agencies.
(10)
Develops suitable work programs for the varied functions of the department.
(11)
Provides suitable assignments and instructions to individuals and
groups and supervises their work.
(12)
Provides recommendations to superiors concerning disciplinary measures,
promotions, and other employee matters.
(13)
Supervises employees engaged in the work involved in the construction,
maintenance, and repair of streets and sewers and in the installation,
maintenance, and repair of pipes, valves, pumps, hydrants and other
water service equipment.
(14)
Conducts investigations of complaints and takes proper action to
see that needed repairs are made with a minimum delay.
(15)
Will be required to learn to utilize various types of electronic
and/or manual recording and computerized information systems used
by the agency, office, or related units.
B.
Requirements.
(1)
Education/Experience: Five years of supervisory experience in the
construction, maintenance, and repair of streets, in sewer, water,
sanitation, or other public works facilities, or in similar heavy
construction or maintenance work.
NOTE: Satisfactory completion of college level semester hour
credits in engineering courses at an accredited college or university
may be substituted for up to two years of experience on the basis
of 30 semester hour credits being equal to one year of experience.
NOTE: Where the position involves responsibility for supervision
and administration of a water supply and/or sewage treatment system,
appointees will be required to possess a license of the appropriate
grade, issued by the New Jersey Department of Environmental Protection,
to operate a public water and/or sewage treatment plant and/or a public
water supply system.
(2)
License. Appointees will be required to possess a driver's license
valid in New Jersey only if the operation of a vehicle, rather than
employee mobility, is necessary to perform the essential duties of
the position.
(3)
Knowledge and abilities.
(a)
Knowledge of procedures used in making repairs to water and
sewer equipment.
(b)
Knowledge of processes used in the construction, maintenance,
and repair of streets.
(c)
Knowledge of the methods used to oversee public works construction
and maintenance projects.
(d)
Ability to oversee and coordinate public works projects.
(e)
Ability to provide suitable assignments and instructions to
groups and individuals.
(f)
Ability to supervise and evaluate staff.
(g)
Ability to prepare reports containing findings, conclusions,
and recommendations.
(h)
Ability to maintain records and files.
(i)
Ability to learn to utilize various types of electronic and/or
manual recording and information systems used by the agency, office,
or related units.
(j)
Ability to read, write, speak, understand, or communicate in
English sufficiently to perform the duties of this position. American
Sign Language or Braille may also be considered as acceptable forms
of communication.
(k)
Persons with mental or physical disabilities are eligible as
long as they can perform essential functions of the job with or without
reasonable accommodation. If the accommodation cannot be made because
it would cause the employer undue hardship, such persons may not be
eligible.
The compensation of the Superintendent of Public Works shall
be as provided in the Salary Ordinance each year.
