No person shall dump, bury or allow to accumulate any garbage, ashes, rubbish, trash, debris, refuse, condemned or spoiled animal or vegetable substances, swill or any offensive or putrescible material, or other waste material of any kind, on any land or premises in the Township, except as may be specifically authorized from time to time by the Township, or in accordance with scheduled solid waste and recycling pickup programs authorized in the Township. It shall be unlawful for any person to discard or dump on any property, public or private, or in any stream, river, lake or other body of water any solid waste, including, but not limited to, vehicle or vehicle parts, tires, appliances, furniture, construction waste or demolition waste, garbage, refuse or any kind of solid waste without the express consent of the Township or the property owner, as the case may be, and then only in a litter receptacle or waste container designed and designated for the express purpose of solid waste storage or disposal by the public. Nothing contained herein shall prohibit composting not otherwise prohibited by any federal, state, county or municipal law, rule or regulation on private property with the consent of the owner of such private property.
