As used in this article, the following terms shall have the meanings indicated:
DOG
Both male and female, bitch or spayed bitch.
DOG OF LICENSING AGE
Any dog which has attained the age of seven months or which possesses a set of permanent teeth.
Any person who shall own, keep or harbor a dog of licensing age in the Township of Alloway shall, in the month of January of each year, apply for and procure from the Township Clerk of the Township of Alloway a license and official registration tag for each such dog so owned, kept or harbored, and shall place upon each such dog a collar or harness with the registration tag securely fastened thereto.

A. 
License fee.
(1) 
Each person who shall own, possess, keep or harbor any dog or dogs shall obtain an annual license for each dog and shall have the same registered and numbered with the Township Clerk/Dog Registrar and, for such license, shall pay the sum as provided in § 58-3A(3), Fees, as a license fee for each and every dog which fee shall include a registration fee, as is required by state law (N.J.S.A. 4:19-15.12). The Township Clerk/Dog Registrar is hereby further authorized to collect all such further sums that may be imposed as a condition upon the obtaining of a dog license by the New Jersey state statues, includes but not limited to surcharges for the New Jersey Pilot Clinic Fund and New Jersey Pet Population Control Projects. The Alloway Township Committee sets the fees accordingly and are provided in § 58-3A(3), Fees.
(2) 
The fees shall be due on or before March 31 of each year. Said license shall be valid for the year issued and shall expire March 31 in the calendar year next following issuance. Any owner who fails to pay the license fees herein required on or before the last day of March in each year shall, in addition thereto, pay a late charge in addition to the annual license fee in an amount as provided in § 58-3A(3), Fees. The Township Clerk/Dog Registrar may issue substitute tags upon a request from the owner or member of the owner's household, sufficient to satisfy the Township Clerk of the loss of the original.
(3) 
The following is the schedule of fees with respect to this chapter of the Code of the Township of Alloway. The fees are effective January 1, 2022:

Dogs used as guides for blind persons, commonly known as "Seeing Eye" dogs; to assist handicapped persons, commonly known as "service dogs"; or to assist deaf persons, commonly known as "hearing ear" dogs, shall be licensed in the same manner as other dogs, except that the owner or keeper shall not be required to pay any fee.
The information provided to the Dog Registrar shall state the breed, sex, age, color and markings of the dog for which the license and registration are sought, and whether it is a long-haired or short-haired variety, and also the name, street and post office address of the owner and the person who shall keep or harbor such dog.
No license to own, keep or harbor a dog shall be issued to or in the name of a minor.

Any person who shall bring or cause to be brought into the Township of AIloway any dog licensed in a state other than New Jersey for the current licensing year and shall keep the same in said Township for a period of more than 90 days shall immediately apply for a license and registration tag for such dog and be deemed to be the owner of the animal or animals so harbored or possessed. The late fee does not apply in this situation.

Any person who shall bring or cause to be brought into the Township of Alloway any unlicensed dog and shall keep the same in said Township for a period of more than 10 days shall immediately apply for a license and registration tag for such dog and deemed to be the owner of the animal or animals so harbored or possessed. The late fee does not apply in this situation.

Any person, firm, partnership, corporation, association or organization of any kind who shall neglect or refuse to cause such dog or dogs to be licensed in the manner herein provided before the first day of April in each year shall be guilty of a violation of this article shall be liable to a penalty of not less than $5 nor more than $500 for each offense committed or may be imprisoned in the Salem County Jail for a period not exceeding 10 days in the case of a first conviction and, in the case of a conviction for a second, subsequent, or continuing violation, for a period not exceeding 90 days, or both such fine and imprisonment.
The provisions of this Article shall be in addition to the provisions and penalties of any and all statutes of the State of New Jersey relating to rabies and control of dogs.

The Township Committee of the Township of Alloway shall appoint a certified Animal Control Officer to hold office for a term of one year pursuant to N.J.S.A 4:19-15. 16b. The appointed Animal Control Officer shall be responsible for animal control within the jurisdiction of Alloway Township and in addition to the implied duties hereby conferred, will carry out the provisions of this article, The Animal Control Officer shall transport all dogs impounded under this article to a depository approved by the Township Committee.

Any person who shall in any way hinder or interfere with the Animal Control Officers performance of the duties under the provisions of this article or who shall refuse to give information to the Animal Control Officer shall be deemed to have violated the provisions of this article.

License fees and other moneys collected or received under the provisions of this article, shall be forwarded to the Municipal Treasurer and placed in a special account separate from any of the other accounts of the Township. Such account shall only be used for purposes pertaining to the dog program.
