In order to make adequate provision for and to stimulate, guide, direct, arrange and beautify the City of Bel-Ridge, and the future development and growth thereof, there is hereby created a Commission to be known as the City Plan Commission. This Commission shall also serve as the Planning and Zoning Commission.
The Planning Commission of any municipality shall consist of not more than fifteen (15) nor less than seven (7) members, including:
A. 
The Mayor, if the Mayor chooses to be a member;
B. 
A member of the Council selected by the Council, if the Council chooses to have a member serve on the Commission; and
C. 
Not more than fifteen (15) nor less than five (5) citizens appointed by the Mayor and approved by the Council. All citizen members of the Commission shall serve without compensation. The term of each of the citizen members shall be for four (4) years, except that the terms of the citizen members first appointed shall be for varying periods so that succeeding terms will be staggered. Any vacancy in a membership shall be filled for the unexpired term by appointment as aforesaid. The Council may remove any citizen member for cause stated in writing and after public hearing.
The Commission shall elect its Chairman and Secretary from among the citizen members. The term of Chairman and Secretary shall be for one (1) year with eligibility for reelection. The Commission shall hold regular meetings and special meetings as they provided by rule, and shall adopt rules for the transaction of business and keep a record of its proceedings. These records shall be public records. The Commission shall appoint the employees and staff necessary for its work, and may contract with City planners and other professional persons for the services that it requires. The expenditures of the Commission, exclusive of grants and gifts, shall be within the amounts appropriated for the purpose by Council.

The Commission shall make annual reports to the Board of Aldermen covering their investigations, transactions and recommendations, and such other and further reports relative thereto as it may deem proper, or as required by the Board of Aldermen; and said Commission may employ such City planners, engineers, clerks and other persons as may be authorized by the Board of Aldermen, whose salaries and compensation and other necessary expenses of said Commission and its members shall be provided for at the discretion of the Board of Aldermen by proper appropriations or ordinances.

The powers and duties of the Commission shall be to prepare from time to time a comprehensive plan or plans showing its ideas and recommendations of a Zoning System covering the whole or any part of the City, together with its recommendations as to restrictions and other questions or issues therewith connected, and provide such outlines, drawings, maps or plans covering the whole or any portion of said City, and of any lands outside of said City, that in the opinion of the Commission bears relation to the welfare or beauty of the City or its inhabitants; and said plan or plans shall show the Commissions' ideas and recommendations relative to the location, length, width and arrangement of the streets, alleys, bridges, viaducts, parks, playgrounds, boulevards, or other public grounds or improvements; the platting of public property into lots, plots, streets, alleys, railroad or street car lines, transportation or other channels for communication of any kin; the grouping of public buildings, the design and placing of any memorial, works of art, power or lighting plants, street lighting standards, telegraph and telephone poles, street name signs, billboards or projecting signs, and all other things pertaining to the welfare, housing, appearance or beauty of said City or any portion thereof. The Commission shall consider any proposition to amend or change the zoning ordinances[1] or map or other proposition referred to it by the Board of Aldermen, and shall report back to the Board of Aldermen, in writing, its recommendations thereon, stating the reasons for its recommendations. The Commission shall perform such other duties as may be provided by law or ordinance.

It shall also be the duty of the Commission to prepare and recommend such national, State and municipal legislation as may, in their opinion, be deemed necessary in carrying out the recommendations or suggestions of the Commission.

Any member of the Commission may be removed by the Board of Aldermen at any time by a majority vote.

There is hereby created within the City of Bel-Ridge, St. Louis County, Missouri, a Parks and Recreation Board consisting of nine (9) members, said members to be appointed by the Board of Aldermen for one-year terms as soon after the annual City election as possible. One (1) member of the Board of Aldermen shall serve as member of the Parks and Recreation Board.

The Board shall elect one (1) of its number Chairman and one (1) as Secretary. The Board shall keep a correct record of its proceedings and shall meet at such times as it may determine.

A. 
The Parks and Recreation Board shall advise the Board of Aldermen with respect to recreational activities and facilities within the City and all public parks and any lands or lots heretofore or hereafter devised and bequeathed to the City for park purposes and the ornamenting, adorning, laying out and improving of the grounds of the said parks and recreational facilities.
B. 
The Parks and Recreation Board may request the Board of Aldermen to employ or assign such personnel or purchase or contract for such material for park and recreation purposes as they may deem advisable.
C. 
The Parks and Recreation Board shall advise the Board of Aldermen regarding fees and rent to be charged for any park or recreational facility.
D. 
The Parks and Recreation Board may propose to the Board of Aldermen such rules and regulations as may be necessary or advisable for the lawful and orderly use of park and recreational facilities.
E. 
The Parks and Recreation Board shall perform such other duties and assume such other responsibilities as may be assigned to them by the Board of Aldermen from time to time.
